Objectives
Support the process of setting up a Technical Logistics Management Unit within the PNAM and the Technical Logistics Management Units/Unite Technique de Gestion Logistique (UTGL) in each province, considering the instructions of ministerial circular No. MS.1251/SG/PNAM/00P/084/LOP/2022 and other good practices.
Tasks
The specific tasks to be undertaken as part of this work are to:
- Conduct an in-depth literature review to gather any available information that may contribute to the process of setting up and configuring UTLGs
- Obtain from the PNAM all existing documents or in the process of finalization relating to the implementation and operationalization of the UTGL (Draft of the operational plan of actions of the UTGL, UTGL roadmap, structuring, the area of action and operating mode of the UTGL, Terms of Reference of the UTGL). 5
- Identify all resources currently available (human, office furniture and IT equipment, workspace, transport etc.) available at the central and provincial level to implement the vision of the PNAM and operationalize the UTGL. Resources for the provinces of the EU-GF-PNAM roadmap and the province of Kinshasa will be identified in priority. Build on the outcome of the in-depth literature review and resources identification and consult other partners to take into account any other in-depth literature, resources and input available that may contribute to the process of setting up and configuring UTLGs.
- Based on the above, develop a costed implementation plans for an immediate and effective operationalization of the UTGL at PNAM and the provinces. Priority for provincial UTLGs will be given to those of the of the EU-GF-PNAM roadmap + Kinshasa province
- Based on the documents shared by the PNAM on the UTGL, finalize those that require it.
- Develop any other strategic and/or operational documents that do not exist, including:
- The UTGL governance documents
- Terms of reference for each UTGL member at central and provincial level
- Standard operating procedures for key functions of UTLGs at central and provincial level
- Develop a trip report template for personnel at the central UTGL visiting the provincial UTGL)
- A performance management plan (PMP) for UTLGs at the central and provincial levels
- Data collection tools, monitoring and evaluation, analysis, and interpretation (job aid) needed at central level and provincial UTLGs
- The types, definition, and frequency of data to be collected, the analyses to be carried out
- The development of appropriate scenarios to address typical issues and challenges identified (decision trees: What should the UTGL do at the provincial level in case a particular issue is identified at the FOSA, ZS or CDR level, what are the actions to take in case of overstock or when there are expiries, what should the UTGL do at the central level if there is no data, inconsistent data, overstock or obsolete data at the CDR level etc…)
- The monthly monitoring meetings Terms of Reference at the level of the ZS
- Consult with any other stakeholders in the supply chain if necessary for possible contributions and inputs to the documents and build consensus on the implementation roadmap.
- Propose an optimal and costed configuration model for the proper functioning of the UTGL, with priority given to the provinces of the EU- GF-PNAM roadmap (Haut Uele, Ituri, North Kivu and Maniema) and the province of Kinshasa (vision in terms of longer-term needs).”
- Participate and contribute to the installation at PNAM and in the provinces of the 13 people including 8 pharmacists and 5 IT at the PNAM, as well as 3 pharmacists and an IT in the provinces and ensure that they have at their disposal everything necessary to carry out the mission within the UTGL, especially for those of the EU-GF-PNAM and Kinshasa
- In accordance with what has been agreed with PNAM, provide specific support to UTG staff at central level to support the provinces of the EU- PNAM-GF Roadmap (Haut Uele, Ituri, NK and Maniema and Kinshasa). Indeed, it has been agreed with the PNAM that the UTGL of the central level provides daily technical support remotely to each provincial UTGL of the EU-PNAM-GF roadmap and face-to-face in the provinces at key moments of the supply cycle: semi-annual support for quantification, quarterly support for the validation of district orders on the basis of health program and logistics data, support for monitoring product availability (management of stock out and overstock), monitoring of compliance with the distribution schedule, support for DPS to ZS supervision and monitoring of the quality of ZS to FOSA supervision, monitoring of the quality of monthly monitoring meetings at the ZS level, data validation etc.). In this context, the consultant must specifically:
- Refine and complete the support workplan for these 4 DPS (a work plan for each focal point of the central UTGL by DPS)
- To support the PNAM to prepare its missions to the DPS according to the established work plan and to support them in the development of TOR
- Participate as needed to field visit to these DPS to provide support to the central UTGL,
- Facilitate knowledge sharing and good practices, lessons learned within the central UTGL
- Contribute to the development of trip reports for central level UTGL people and the follow-up on the implementation of the recommendations
- Undertake any other activity that is necessary to achieve the established goal
Place of Consultancy
This assignment will be conducted in the Democratic Republic of Congo, mainly in Kinshasa. The consultant will have to plan for trips to the provinces, especially those the EU-GF-PNAM roadmap. At least 2 trips to these provinces are expected to be estimated during the duration of the consultancy. The consultant (s) will have to travel regularly to the provinces of Uturi, Maniema, Haut-Uelé and North Kivu (at least one visit per semester per province).
Qualifications
- The consultant (s) must have at least 15 years’ experience assessing national supply chain systems in sub-Saharan countries.
- Have in-depth knowledge of the strategic and operational roles of Logistics Management Units. Similar experience in setting up logistics management units is an asset.
- Experience in capacity building and operating in health supply chain management.
- Experience in the development of analytical tools, standard operating manuals and procedures, terms of reference and job aid and other tools necessary for the proper functioning of UTLGs. Experience in supporting or establishing a logistics unit is critical.
- The consultant (s) must possess excellent teamwork skills and collaborate with officials at the Ministry of Public Health, Hygiene and Prevention and other stakeholders in the supply chain.
- The consultant (s) must have excellent writing, analytical, and communication skill in French and English and change management skills.
- Direct health supply chain experience in DR Congo and have worked with the UTGL and PNAM in DR Congo.
- The consultant (s) must be fluent in French and English.
