Proposal Objective:

Social Impact is pursuing a four-year contract to provide monitoring, evaluation, and learning (MEL) support services to the USAID/Philippines mission and implementing partners. the geographic area of coverage, including 12 Pacific Islands and Mongolia. The contract will provide services to improve monitoring, evaluation, research, reporting, learning, analysis and adapting (MERRLAA) for the portfolio of projects. This activity will cover USAID-funded projects implemented in the geographic area of coverage, including the Philippines, 12 Pacific Islands and Mongolia, and is anticipated to be awarded in May 2023.

Position Description:

SI is seeking a Health Team Lead to serve as the main person responsible for ensuring the effective and efficient performance of all aspects and objectives of the contract’s health-related MERRLAA activities.

The position is a full-time position for the four-year duration of the project, and will be based in Manila, Philippines, contingent upon contract award.

Responsibilities:

  • Lead and oversee all health MEL and CLA activities of the contract.
  • Oversee, lead, and manage the work of the staff and consultants working on health MEL and CLA activities.
  • Serve as the main point of contact between the USAID Office of Health and Social Impact.
  • Serve as the Principal Investigator for the baseline and major performance evaluations (e.g., performance evaluations of the TB, FP/ARH, CBDR, etc. portfolios) for the activity.
  • Oversee the design and implementation of all CLA activities.
  • Responsible for the communications with USAID’s Office of Health (OH) and key partners.
  • Provide oversight of the work plan while maintaining acceptable standards of quality for all assigned tasks and expected deliverables, including all required reports.

Qualifications:

  • Minimum of a Master’s degree in management, public health, international development, social science, statistics, economics, health systems or a related field;
  • At least 10 years of work experience in designing, implementing, and managing complex monitoring systems, and performance and impact evaluations, and implementation research activities in/for developing countries, preferably the Philippines.
  • At least five of the 10 years shall be in a supervisory and/or management capacity that includes providing technical and management oversight of subcontractors and complex teams in a multi- cultural setting.
  • Demonstrated experience with quantitative and qualitative data collection, management, and analysis with a strong statistical background.
  • Strong background in project management and monitoring and evaluation and understanding of public health / epidemiology indicators, data, and analysis.
  • Familiarity and knowledge of USAID Collaborating, Learning, and Adapting (CLA) framework, Evaluation Policy, and other current initiatives preferred.
  • Previous experience working on USAID activities highly preferred.
  • Relevant experience in Asia highly preferred.
  • Excellent demonstrated ability to effectively interact with local professionals, international donor organizations, civil society and private sector, host country government counterparts, and other implementing partners in developing countries.
  • Fluency in spoken and written English is required; knowledge of regional languages such as Tagalog and French an asset.
