Hospital construction project manager – Bukavu (DRC) (M/F/D) / Fixed-term contract / 12 months (Ref: 4096)

for international aid projects of the Luxembourg Red Cross ASBL in the DRC on a 12-month fixed-term contract – from March 2024 – Status: unaccompanied

The position is based in Bukavu with, depending on needs and the security situation, occasional trips to the Democratic Republic of Congo (DRC).

The projects consist of assistance to the most vulnerable populations in South Kivu with a particular focus on survivors of sexual violence, mainly in the areas of housing and hospital infrastructure and sanitation.

Missions:

You will work under the supervision of the Head of Mission and contribute to the development and implementation of the International Aid programs of the Luxembourg Red Cross in the DRC.

  • Ensure the proper programming, preparation and construction of hospital infrastructure: support for the award of contracts and monitoring of the execution of works, ensure compliance with standards and studies by companies, support for the verification of studies produced by the design offices, support for service providers to guarantee the proper completion of the work, participation in bid evaluation committees, contribution to the drafting of specifications, Terms of Reference, inventory, verification of memories , contribute to the validation and technical acceptance of the work.
  • Ensure the strengthening of the technical capacities of teams: support and develop capacity building initiatives in technical matters, particularly in contributing to tools, training and the development of technical skills.
  • Management and technical coordination of stakeholders: coordinate and monitor the activities of stakeholders (design offices, consultants, etc.)
  • Representation: representing the International Aid of the Luxembourg Red Cross and its values ​​in the DRC.
  • Ensure compliance with cross-cutting requirements, particularly gender and the environment.

Profile:

  • Higher training such as Master 2 in project management, architecture and/or construction engineering/civil engineering.
  • A minimum of five years of experience in the areas of design, project management, financial management, procurement, work monitoring, particularly in the construction of hospital infrastructure in Africa.
  • Experience in project supervision, control, monitoring and auditing as well as capacity building is a serious asset.
  • Knowledge of medical equipment and/or logistics is an important added value.
  • Experience in Sub-Saharan Africa and more particularly in the Democratic Republic of Congo is an asset.
  • Experience in sector coordination is an asset.
  • Diplomacy and negotiation skills.
  • Ability to work and cooperate in a team.
  • Great capacity for integration in a work context with significant security constraints and in a multi-stakeholder and multicultural context.
  • Experience within the Red Cross and Red Crescent Movement is desired.
  • Excellent oral and written command of the French language and knowledge of English is a plus.
  • Driving license B.
