General Description of the Programme:
GOAL an International Humanitarian Organisation has had a presence in Turkey since 2013 and has been contributing to the migrant response since 2016 with a focus on responding to needs in health service delivery, social safety nets and the protection of vulnerable and marginalised migrants in southern Turkey.
GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in Idleb Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households.
GOAL has been working in North Aleppo Governate since 2019, through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, as well as emergency support for recently displaced household.
GOAL has two projects (ECHO funded LINK and PRM funded GREEN) in Turkey, LINK program targets refugees from nomadic / semi-nomadic backgrounds and those engaged in seasonal agricultural labor. LINK has been designed to address and mitigate protection concerns of the vulnerable / marginalized refugees through provision of critical information and raising their awareness on their rights, obligations and services available in Turkey, by sensitization/advocacy (targeting key stakeholders and service providers, etc.) activities, and Individual Protection Assistance (IPA) services to enable highly vulnerable refugees to access to basic, social and protective services available under the provisions of Temporary and International Protection regulations in Turkey. On the other hand, Green program aims to improve socioeconomic inclusion, resilience and self-sufficiency of highly vulnerable/excluded women and girls from host and refugee communities (Syrians as well as those living in program locations under the international protection regulation) including nomadic communities and seasonal agriculture workers from both communities through integrated and market driven livelihood opportunities and protection services, including language courses and vocational skills training on greenhouse production and agriculture; case management (CM)/coaching services, establishment of a women cooperative, protection outreach, information provision and awareness raising; and provision of special needs and individual protection assistance services.
Job purpose:
Reporting to the HR Admin Manager, the HR Admin Officer will be responsible for providing support to the HR Admin Manager for Syria program and to other managerial staff in GOAL Syria program offices.
Key Duties;
- Assist HR Admin Manager on day-to-day HR Admin activities,
- Provide support in drafting local HR policies under GOAL global guidelines
- Ensure all HR policies and procedures are implemented and followed.
- Keep all official documentation and files updated, properly filed and easily accessible for the internal users,
- Support HR Admin Manager to ensure that all necessary Legal Books of Association are maintained, up-to-date and accurate, in accordance with Turkish Law (Decision Book, Accounting Books & Document Record book),
- Support HR Admin Manager to manage and provide all necessary documentations during government audits (Dept. of Associations, Tax etc.) and ensure timely, professional submission of all relevant reports to Management Team.
- Support HR Admin Manager to manage registrations of new GOAL offices and ensure that all relevant documentation submitted timely to relevant Government Offices,
- Assist HR Admin Manager on work/residence permit procedures,
- Maintain trackers for permits and keep them updated,
- Manage the filing of the paperwork related to permit issues,
- Assist HR Admin Manager on keeping and recording Legal Books (Decision Book, Accounting Books & Document Record book) up to date and accurate,
- Assist HR Admin Manager on notary processes and ensure that relevant documentation kept safely and properly,
- Provide support on the recruitment process when required.
Person specification
- You are entitled to work in Turkey.
- You have a strong academic background, minimum bachelor degree level.
- You are fluent in Turkish, English and Arabic is an advantage.
- You have experience in Liaison and administrative affairs fields.
- You have good knowledge of Turkish Laws and practice.
- You have good computer skills.
- You have excellent administration skills and a strong attention to detail.
- You have high level of discretion and confidentiality.
- You have the ability to communicate and work well with staff at all levels of the organisation.
- You are calm, analytical and have great diplomatic and communication skills.
- You are organised, a self-starter and an enthusiastic team player.
- You are able to work to deadlines.
- You want to continue to enhance your technical and other knowledge / skill.
- You have an understanding of NGO and/or multinational organisations is desirable.
Requirements (essential)
- Turkish citizenship.
- A Bachelor’s degree
- At least 2 years of experience in Human resources, administration, or a similar role. Experience in working with NGO or INGO is asset.
- Fluent Turkish Language skills both written and spoken, knowledge of English and Arabic an advantage.
- Excellent analytical/problem-solving skills and detail orientation
- Excellent IT Skills
- Enthusiastic and keen to work hard to achieve the objectives of the organization.
- Diplomatic with a strong communication skills
Requirements (desired)
- Experience in working with INGO an advantage.
- Demonstrated understanding of and experience with policies, protocols, and procedures of international NGO’s and donor agencies
- Proven reporting skills
- Excellent analytical/problem-solving skills and detail orientation
- Advanced skills on Microsoft productivity programmes (i.e. Excel) is desirable.
- Creative and open to learning.
