Human Resource Management
Ensures the implementation and compliance with human resources and administration policies and procedures
Formulates and recommends human resources policies and objectives for the Office on any subject related to employee relations and employee rights.
Provides advice and support in human resources management to all departments and teams of the IBCR, ensures healthy communication and working relations and supports change
Ensures harmonious relations with partners, authorities and service providers associated with human resources.
Applies a human rights-based approach with active engagement so that the rights of women and minorities are present in what is institutional
Coordinate administrative processes, such as HR policies, application of the Labor Code, the payroll system, contract monitoring, compliance of each resource’s documentation with applicable obligations and policies, management tools and processes performance measurement, etc.
Supervises and trains managers in their responsibilities for communication, feedback, recognition and interaction with the employees who report to them
Reviews employee complaints through applicable procedures and ensures that investigations are conducted in accordance with IBCR policies and procedures and in a confidential and respectful manner
Reviews, guides and approves management recommendations for terminations.
Ensures the management of the personnel under his responsibility
Administration
Oversees the management of compensation and benefits for all IBCR staff
Develop and implement the implementation of internal control procedures
Ensures the supply of supplies and materials necessary for the operation of the office and ensures relations with suppliers and the application and updating of procurement policies and tenders
Ensures the recording, monitoring and maintenance of fixed assets, including all computer equipment
Ensures the various registration procedures and the administrative, fiscal, legal and technical obligations of the various Country Offices and places of deployment of teams and cooperating people.
Health and security
Directs the implementation of security policies and procedures in Canada and around the world, including the continuous monitoring of security issues
Ensure the updating and monitoring of policies and procedures for the safety and well-being and health of employees
Negotiates and monitors health insurance for the staff and other resources of the IBCR
Ensures the coordination and monitoring of medical or other repatriations in accordance with policies and procedures and contractual agreements (with insurance and others) for all of the Office’s activities
Other
Coordinates and actively participates in meetings and events of the Bureau
Produce strategic analysis documents, progress reports and reviews at the request of general management
Perform any task related to his skills and the proper functioning of the Office
Requirements
University training in human resources, management or administration, or any other related training.
Have a minimum of 7 years of experience in human resources management and administration and at least 3 years in a human resources management position
Great skill in human resources management and team building
Excellent leadership and demonstrated ability to mobilize resources and work in a team
Excellent analytical and synthesis skills and problem-solving skills
Strong writing skills in French, English and Spanish.
Quick organization capacity, great autonomy, discretion and reliability
Ability to work under pressure and to effectively multitask and see the big picture
Innovative, proactive personality, initiative and strategic spirit
Proficiency in basic software: Word, Excel, PowerPoint and Outlook as well as the Internet and Skype.
Available to travel within Canada and / or internationally if necessary
Assets
Fluency in Spanish and / or English a very serious asset
Knowledge of results-based management and funders such as Global Affairs Canada, the ministries of justice of Quebec and Canada, UNICEF, the MRI, the International Organization of La Francophonie, or Montreal International
Knowledge of the Canadian NGO community an asset
Knowledge of security measures and their implementation in international cooperation
