Context
In April 2023, a large-scale conflict broke out in Sudan, causing massive displacement in all neighbouring countries. The total number of refugees has exceeded one million and Chad has so far hosted more than 500,000 Sudanese refugees and 100,000 Chadian returnees, or about 20% of the total displaced population. From the outset, the population fleeing the war initially found safety along the border areas with Darfur and was then gradually relocated to refugee camps in the three eastern provinces. Of the 43% of the population relocated to several eastern provinces, 64% were transferred to camps in Ouaddaï, 28% to Wadi Fira and 8% to Sila. The vast majority of the remaining population is currently in informal settlements in Adré (Ouaddaï), awaiting resettlement in the new camps.
Given the humanitarian needs and gaps, NRC intends to contribute to the emergency response by supporting the refugee population resettled in the new camps in Ouaddaï, including Metche, Ourang and Arkoum. The proposed intervention will focus on integrated programming in sectors where NRC can add value, namely housing, education and ICLA. With this multi-sectoral response strategy, NRC Chad will implement its response in the Ouaddaï region, with the possibility of further expanding interventions.
NRC has established a zone office in Adré and projects in the East are under the responsibility of the NRC country office.
Role and responsibilities
The organization is looking for an experienced and extremely ambitious HR & Administration Manager (HR&A M) in building a growing department. He/she will actively contribute to continuing the dynamic construction of the department, the active management of Human Resources and the Administration of the NRC mission in Chad. He/she will be responsible for the implementation of the NRC HR and Administration systems and tools, as well as the rigorous and comprehensive HR and Admin training for HR and program staff.
- Ensure the definition and implementation of all systems and procedures (physical and digital) for HR and NRC administration in Chad;
- Ensure that the country office implements and complies with employment standards, human resources policy and other existing policies at NRC level;
- Ensure compliance with Chadian labor law by guaranteeing compliance with the national legal framework;
- Provide training, support, monitoring and development of HR teams;
- Ensure support and training for all staff in HR responsibilities and personnel management
- Ensure the management of the entire HR and administrative department;
- Provide regular HR analyses and reports based on internal diagnostics and audits (with the assistance of the regional office);
- Ensure secure and standardized filing of personnel documents in all offices and in compliance with NRC procedures;
- Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards and principles within the NRC and among beneficiaries served by the NRC.
- Promoting the rights of displaced persons in line with the advocacy strategy
SKILLS :
- Minimum of 3 years of experience as a Human Resources Manager; experience of opening up and supporting growth would be a significant asset
- Excellent mastery of one’s own skills and humility with a strong leadership profile (leadership by example, team player, humility, team building)
- Experiences in complex and volatile humanitarian/recovery contexts
- Fluency in French and English, both written and spoken
Background/specific skills, knowledge and experience :
- Extremely rigorous and flexible at the same time
- Strong appetite for building high-performance teams
- Good knowledge of the Central African context (Chad in particular) and in particular of the conflict in Sudan and its regional impact would be a plus.
- Good knowledge of IT tools (Excel/Word), and other software, systems related to HR management
