HR Administration Officer (for Philippine Nationals ONLY) At International Committee of the Red Cross

JOB PURPOSE

ICRC offers a range of health services for the contracted staff and their dependants, under the supervision of ICRC Staff health Center of expertise based in Geneva, Switzerland. The Centre of expertise defines the service standards in the implementation of the Staff health strategy in the field in order to fulfil our legal and moral duty of care towards our global workforce.

Medical examination of all ICRC staff at recruitment and before a mission-deployment abroad is an important component of the duty of care. This activity is managed through a semi-decentralized two-steps system:

· First step (decentralized): an external medical doctor of free choice of the employee is conducting the medical examination, laboratory tests and preventive vaccine prophylaxis defined by the ICRC Staff health Center of expertise

· Second step: ICRC Staff health medical doctor receives the results of the external medical examination and decides about fitness for the job according to criteria of medical fitness defined by the ICRC staff health Centre of expertise. This service was previously based in Switzerland (externalized) and will now be internalized and delocalized in one of the ICRC Support service centers (Staff health support service, to be created).

The Staff health support service will consist of two medical doctors and one HR administration officer available during working hours and will interact with employees via the confidential medical helpdesk, with external medical practitioners in charge of the medical examination, with the HR Shared Service Center based in Manila and with the Staff health Centre of expertise in Geneva.

The two medical doctors are in charge of the second step of medical examination of all ICRC staff at recruitment and before a mission abroad by revising initial medical examination done by the medical doctor of free choice of the employee and by taking a decision on medical fitness to work for ICRC and to be deployed for a mission abroad (medical green light, medical green light with restrictions and medical red light).

The HR administration officer is in charge of all the administrative work pertaining to the execution of the second step

To be in charge of answering to all queries sent to Staff health confidential medical helpdesk in close collaboration with the Staff health Center of expertise in Geneva.

MAIN TASKS
Information management
· Receives the employee’s medical results and verifies that they are complete.
· If the results are incomplete, contacts the employee and follows up until the missing information is received.
· When results are complete, sends them to the appropriate SH adviser.
· Discuss with the SH advisers the priority cases in light of expected beginning of mission dates.

Documents management
· Ensures the filing of medical files of the employees in the appropriate system and according to the relevant procedures to ensure full confidentiality.

Support to the SHSS team
· Drafts, reviews, complies, edit and finalizes correspondence, presentations, decision-making documents, minutes of meetings and other documents; ensures information is shared
· Participates to the unit’s management meetings among stakeholders
· Independently manages the team’s appointments and organizes internal and external meetings and events
· Shares opinions and advices in various files.
· Proposes process improvement.
· Participates to projects.

Other tasks
· If necessary and upon request, provide ad hoc administrative tasks for the unit or department
· Being proactive with continuous improvement propositions for the team’s management processes and/or more generally the HR Shared Services
REQUIRED PROFILE
· Bachelor’s degree in HR / business administration
· At least 2 years’ experience working within HR Shared Services with general knowledge of end to end HR functions, policies, workflows and processes
· Excellent verbal and written communication skills in English, good conduct of French an asset
· Excellent computer literacy (Excel, Word)
· Experience using and knowledge of HR Information systems, in particular, case management tools and Meta4PeopleNet and/or Success Factors (SAP) considered an asset
