JOB

Oxfam is seeking a Human Resources Business Partner for our Chad mission to provide country programs and the coordination office with advice and support on the full range of human resources management issues. This person will report to the Country Director and will have under his direct responsibility a Human Resources manager, an Administration manager, HR/Admin Assistants.

WHAT WILL BE YOUR RESPONSIBILITIES?

  • Training of support managers, administration assistants, in the field for the recruitment and monitoring of contracts of local staff in the field.
  • Provide leadership and development of the role(s) reporting to this position to ensure staff leverage their capabilities and deliver effective services to Oxfam.
  • Accompany and support managers in optimizing the performance of their staff, ensuring that performance evaluation is objective and that poor performance is addressed appropriately.
  • Ensure the effective management of all recruitment processes, both national and international, of the country program.
  • Establish internal communication procedures that ensure the effective flow of information on Human Resources between the different field teams and headquarters (for example, staff exits, staff incorporations, promotions, etc.)
  • Report to the CLT on Professional Relations policies: Recruitment, Compensation, Social Benefits, Medical Policy, Charter of Conditions, prevention of work accidents.
  • Responsible for national staff payroll using HOMERE software.
  • Manage the human resources management system (SAP), keeping it up to date and producing required reports, and ensuring data quality.

  • Gross annual salary: 34,408 euros

Essential criteria

  • At least university level training and qualification in human resources, or an equivalent diploma preferably.
  • Solid experience as an HR generalist (at least 4 years), ideally in a humanitarian/international NGO context and preferably in an environment of insecurity.
  • Proven experience leading an HR team
  • Knowledge of organizational behavior and ability to learn and adapt to organizational culture. Also, knowledge of management concepts and theory and experience in applying knowledge to a dynamic and changing situation.
  • Proven experience of working in the local labor law context and with local public services, in particular the Labor Inspectorate and the Immigration Service.
  • Proven ability to influence, and where appropriate, challenge others, including senior management and international staff in a complex, rapidly changing environment.
  • Knowledge of HOMERE payroll software.
  • Sensitivity to gender and diversity issues in HR policies and practices.
