Oxfam is looking for a Human Resources Business Partner for our mission in CAR to define and implement the Human Resources strategy. This person will report to the Country Director and will have under his direct responsibility an assistant and two HR Officers and under his functional responsibility, two Admin-Finance-HR Officers on the bases.
WHAT WILL BE YOUR RESPONSIBILITIES?
- Provide precise advice, guidance and solutions (including case-by-case support if necessary) concerning delicate and complex problems of interpreting policies and implementing procedures, both for management staff and employees or HR colleagues.
- Coordinate administrative processes so that HR support (core HR functions) corresponds to the needs of the organization, ensuring compliance with best practices as well as legal obligations and ensuring a quality level of service, for the whole of the following HR processes: recruitment, workforce planning, performance management, remuneration, HR procedures/policies and labor law, change management, health, safety and well-being of staff, contract monitoring, management of the Women’s project and Leadership, humanitarian emergency etc…
- In collaboration with the safeguarding focal point, ensure the dissemination, implementation and compliance with safeguarding policies and the Code of Conduct**,** within the RCA mission.
- Work closely with the country management team to ensure the implementation of a talent management strategy and promote activities to optimize them.
- As a member of the HR team in the One Africa region, contribute to the development of Oxfam’s HR strategies.

Essential criteria
- Degree in human resources management or a related field (depending on context).
- Experience of at least 1 year of expertise as a participant in the SMT (senior country management team) and in the responsibilities mentioned.
- Substantial experience and knowledge of organizational development, including capacity building and skills transfer.
- Minimum 2 years experience in team management and collaboration.
- Minimum 2 years of experience working in a multicultural work environment.
- Minimum experience of 2 years working in humanitarian and/or development projects.
- Extensive experience and knowledge of (country) labor law and its application.
- Tangible practical experience and knowledge of organizational development techniques, from diagnosis to transformation to solution design.
- Knowledge of (national) political, economic and social trends, as well as a good understanding of humanitarian and development issues in the CAR region in particular.
- Adherence to Oxfam’s mission, policies and values and experience in promoting gender equality, diversity and the interests of marginalized people in all facets of Oxfam’s work.
- Knowledge of English will be a considerable asset;
