1. About the Job
The Syria crisis is often described as the worst humanitarian catastrophe since the end of the Cold War. Today, 13.4 million people in Syria – more than half of the country’s population – are in need of humanitarian assistance with needs increasingly being exacerbated by economic decline. Of these, 6.8 million are refugees and asylum-seekers who have fled the country. This is no short-term humanitarian episode. The devastating human consequences to huge numbers of people will endure for decades. The destruction of relationships, communities, livelihoods, homes and infrastructure will take years to repair.
IRC is offering a robust humanitarian response to the Syria crisis a rapidly expanding portfolio, supported by more than 1000+ staff in Syria Country Program. IRC is undertaking programs in Syria and the neighboring countries of Turkey, Iraq, Lebanon and Jordan in the fields of health, child protection, early childhood development, education, women’s protection and empowerment, non-food items and food distribution, cash assistance, water and sanitation, protection and rule of law, and livelihood programming. Our work in these challenging settings gives rise to some of the most pressing issues facing contemporary humanitarian action, including questions of access, security, funding and coordination.

Developing and enhancing the HR policies and SOPs of local organizations in Northwest Syria
3. Application

• Detailed technical proposal describing the methodology and the topics which will be covered.
• Financial proposal taking into consideration all service expenses such as accommodation, transportation, meals… etc. The consultant will be responsible for all service expenses such as accommodation, transportation, meals… etc. IRC will handle all logistical expenses including venue, coffee breaks, lunch, and stationery.
• Name and contact details of three professional references related to a similar experience.

5. Purpose / Project Description
This consultancy is designed to assist IRC’s partners in Northwest Syria/Turkey. It will involve delivering comprehensive advanced and basic training that covers major areas in HR management as well as supporting local organizations to develop and enhance their HR policies and SOPs.
6. Objectives
The objective of this service NWS is to enhance the local organizations’ HR staff knowledge in HR management. Through this training, participants will enhance their existing knowledge in HR management including Workforce Planning and Talent Acquisition, Learning and Development, Total Rewards, and Employee Engagement. Besides that , this service aims to develop and improve local organizations’ existing HR policies and SOPs based on international HR standards

8. Training Methodology
The consultant will employ a combination of interactive presentations, case studies, participant activities, and exercises. Participants should have ample opportunities to discuss ideas, apply skills, and engage in practical learning.
Training language is Arabic and English
9. Training Specific Deliverables
Upon completion of the training, participants will:
• Understand fundamental tools for effective HR management.
• Manage their organizations’ employee performance more effectively.
• Desigen a learning and development plan for their staff organizations.
• Improve their organizations’ recruitment processes.
• Develop and implement a total rewards program.
10. Service Deliverables
• Provide 4-5 days advance HR training to IRC NWS partners HQ staff in Turkey, Gaziantep.
• Provide 2-3 days general HR training to IRC NWS partners HR field staff ( Remotely ).
• Review the HR policies and SOPs for 5 local partners ( 10 days) in-person, remotely.
• Provide a detailed report for each of the 5 organizations that includes areas of weakness, and recommendations ( including one presentation session and at least one follow-up session ).
Qualifications
11. Consultant Background
• Bachelor’s and preferably master’s degree in HR.
• More than seven years of extensive experience in HR management preferably with a humanitarian and/or development organizations.
• Strong understanding of local Syrian organizations’ context.
• Strong knowledge of European and American Donors’ HR regulations.
• Strong knowledge of organizational development.
• Strong presentation, facilitation, and training skills.
• More than three years of experience in training and coaching.
• Fluency in Arabic and English is required
12. Key Working Relationships
The consultant will work closely with the capacity-sharing senior manager and HR Senior Manager.
13. Payment
The service should be delivered within 60 days starting from the day of signing the contract and payment will be made upon completing the requested deliverables.
