General context of the project
Immediately after the take over of the Talibans, the episodes of violence and the political crisis, all expat staff had been evacuated. In te meantime the new governement is establihing and strives to ensure the conditions for the return of the INGOs. In the meantime incidents of violence have reduced significantly, humanitarian workers of various organisations are flocking back to Afghanistan trying to prevent the impact of a looming crackdown on the population. Since the beginning of September INTERSOS is resuming its presence in Afghanistan and upscaling its activities.
General purpose of the position
In collaboration with the HOM, the HR Co contributes to the definition and implementation of the mission’s objectives and ensure the HR capacity required, sizing and improving people capabilities, contribution, and active participation in order to achieve missions’ goals effectively, according to INTERSOS human resources vision and values.
Works in close collaboration with the HQ National HR Coordinator to supervise all the aspects of the National staff’s management, the definition of policies and strategies and the development in order to build up the career strategy and possibilities of expatriation.
Works in close collaboration with the mission HR Managers ensuring that INTERSOS is a Responsible employer in the missions of the area, supporting the proper management of HR across the board and assuming full responsibility of the HR Administrative issues in the missions.
In Afghanistan the HR-Management was heavily affected, due the evacuation of all expat staff and the turnover of the HR Manager. Also some staff were not able to reach the office during the recents turmoil. RH work that before the political crises used to be supervised directly by the HoM, slowly resumed in an emergency modus.

As the mission is presently upscaling its activities, the main task of the new HR Co will therefore be to enable the RH department to
achieve and fulfil a role of focal guidance in the mission. .
Main responsibilities and tasks
During the first months it will be essential that
the HR Coordinator Afghanistan takes care that the HR tools, which have been
neglected for months, are completely reviewed and fine-tuned (database to be
updated and completed with all staff personal documents, policies to be
reviewed and updated, etc.). Beside the management of all national and international staff in the mission, one main responsibilities will be supporting
to local recruitment; liaising and
negotiating (in consultation with the HoM) with the local authorities to ensure that the staff recruitment
processes can be carried out correctly, in accordance with the local
regulations and respecting the policies of INTERSOS.
The HR Co has the responsibility to follow up legal requirements, a task that might be intriguing, as the present government is re-defining the national legal framework.
Required profile and experience

University Degree in HR management or administration related studies
Professional Experience
Minimum 3 years experience in Human Resources Management Experience in Afghanistan is an asset**
