NRC Syria is now looking for an HR Coordinator to join the country office team.

In the strategic period 2022-2025, NRC will continue consolidating and expanding its access in Syria to support the protection and resilience of displacement-affected populations through inspiring advocacy and efficient response, anchored on evidence-based decision-making, partnership with national responders, and community-driven processes. NRC will rely on highly competent and committed staff who embraces NRC core values, protection policies, and code of conduct, and a fit-for-purpose organizational structure to meet the strategic objectives and HR Coordinator based in Country Office will contribute to fulfilling it.

What will be your role?

– The HR Coordinator is mainly responsible for the implementation of HR processes centralized at the Country Office and coordination between Area Offices to ensure harmonized approaches are being followed across the Syria Country Office mission.
Specifically, the HR Coordinator will ensure that the HR administrative and personnel systems are functioning in an efficient way and coordinate the implementation of the learning and development activities and initiatives. As a key member of the Country HR team, the HR Coordinator will support key HR tasks in different phases of the employee life cycle to promote a positive employee experience.

Responsibilities

  • Responsible to coordinate the implementation of HR data systems, personnel records administration, and compliance with securing support documentation in accordance with NRC Procedures.
  • Ensures development and implementation of HR systems and procedures.
  • Responsible for ensuring that the HR administrative and personnel systems are well functioning.
  • Coordinate and support the implementation of the countrywide learning and development framework, L&D plans, and other L&D initiatives as determined by CMG.
  • Coordinate the implementation and streamlining of the induction process.
  • Coordinate and ensure the implementation of the performance management process and provide continuous support to the teams in field offices regarding capacity-building options.
  • Advise and support line managers in assessing and addressing their HR needs in the framework of NRC’s HR policies and procedures.
  • Provide guidance and support to the HR team on HR policy and its implementation, as well as HR management tools and methodologies so that they are well-equipped to carry out their duties.
  • Produce reports based on in-depth analysis of HR indicators.
  • Oversee and be responsible for incorporating NRC Safe and Inclusive Programming (SIP) minimum standards into Syria activities, as per NRC guidelines, policies, and Syria-specific explanatory notes and report any breaches/concerns, in a confidential manner, through NRC reporting channels.
  • Promote and secure a safe working environment for reporting concerns/breaches, and that all cases reported are processed in a confidential, sensitive, and timely manner.

What qualifications are we looking for?

  • University degree in HR or related fields such as Business Administration, Psychology.
  • Minimum of seven (7) years of experience in HR.
  • Three (3) years of managerial/supervisory experience.
  • Previous experience with learning and development, facilitating sessions and delivering different types of learning interventions will be a distinct advantage.
  • Experience with Office 365 environment to optimize work process (Intranet, sharepoint ).
  • Fluency in English (spoken and written) is required.
  • Previous experience in performing in complex and volatile contexts.
  • Proven experience in dealing with people both internally as well as externally.

    Context related skills, knowledge and experience:

  1. Solid knowledge of the Syrian labor law
  2. Willingness to travel on missions to different Governorates in Syria and outside Syria when needed.
  3. Demonstrated knowledge of current HR/ people practices, approaches, themes, and trends.
  4. Someone with a continuous learning approach and demonstrated an openness to new approaches.
