HR Framework Analyst (for Philippine Residents Only) At International Committee of the Red Cross

PURPOSE

The FRAMEWORK ANALYST is primarily responsible for managing, deploying, maintaining, and archiving of People Culture (PAC) reference documents across the document lifecycle to ensure that these remain relevant, fit-for-purpose, accessible, and consistent with existing frameworks and institutional guidelines. The incumbent conducts various checks to ensure documents are reviewed based on content, compliance, coherence, consistency, quality, and completeness prior to publication. They also apply best practices in document & knowledge management to ensure proper tracking and monitoring of PAC reference documents.

The incumbent is also responsible for ensuring that PAC’s policy-making framework is consistent and aligned with ICRC strategies, objectives, and other guiding documents within the organization, accessible, user-friendly, fit-for-purpose, and conforms to best practices in document and knowledge management.

RELATIONSHIPS

Internally, interacts with HR Managers HR Specialists, teams under PAC Shared Services, Centers of Expertise (CoEs), Risk/Assurance units, Division/ Department managers and staff, RES-CTM unit, Ethics Risk and Compliance Office (ERCO), Internal Audit, Corporate Legal, Archives & Information Management (AIM), and the Data Protection Office (DPO), and other stakeholders in knowledge management, information management, and management of institutional frameworks.

ACCOUNTABILITIES AND RESPONSIBILITIES

Framework

  • Support units and service providers within PAC in the design and development of frameworks, policies, templates, and other reference documents. This would include (but is not limited to) the following:
  • Advise and support PAC stakeholders at HQ and the delegations in policy-making initiatives and other related activities across the document lifecycle;
  • Conduct walkthroughs and briefings with relevant stakeholders on PAC’s reference documents framework;
  • Assist in the documentation, management, and updating of templates and HR-related information in the intranet and other online platforms
  • Review (and coordinate with relevant reviewers) PAC reference documents and templates submitted by document owners and other stakeholders within a reasonable amount of time as prescribed in internal procedures;
  • Manage and maintain document libraries by applying best practices in knowledge & document management;
  • Prepare data and support impact analyses of new and updated regulations, policies and frameworks, as well as processes, and coordinate with risk assurance actors and internal stakeholders to ensure that appropriate controls are able to mitigate identified risks both in HQ and at the delegation
  • Develop relevant communication collaterals to deliver key messages from the CoE including changes on references documents through various media format and platforms.

General Activities

  • Process requests and inquiries sent using collaboration and service & task management tools in line with internal procedures and within the defined service level agreement (SLA).
  • Manage communication channels and monitor feedback from stakeholders and employees
  • Support Risk and Assurance functions and relevant internal stakeholders in sharing best practices and knowledge, participate in synergies and global initiatives that help address identified transversal risks and issues, particularly in the area of policies and frameworks.

Selection Requirements and Profile

  • University degree in human resources, library science, communication, or information management
  • Computer proficiency (Office Suite, SharePoint, basic web content management)
  • At least 1-2 years professional experience within the areas of knowledge and information management, communications, and/or Human Resources.
  • Excellent communication skills in English (French is a plus)
