As our team in Myanmar continues to grow, we are looking for an experienced HR Manager to ensure we are providing the best possible working environment for our employees. There are some good practices already within the team, but there remains plenty of opportunity for the right person to have a significant impact.

Job Description

Job Title: HR Manager
Department: Myanmar

Reports to (Line Manager): Country Director
Job Purpose Summary” The HR Manager is responsible for all HR administration and will ensure appropriate policies are in place and that compliance is good. As a member of the Myanmar Senior Management Team (SMT), the HR Manager will lead to create a high performing workplace in which people feel supported and valued.

Key Responsibilities and Accountabilities

HR Managerial and Leadership Activities:

  • Working closely with the Country Director and acting as an organisational lead on all HR related topics in Myanmar.
  • Support the organisation through the development and implementation of best practices in Human Resources Management with a focus on employee engagement, including team building.
  • Encourage and ensure good and respectful communications across the organisation, Myanmar SMT and all staff to ensure the information delivered is relevant, appropriate and timely, and ensure they are in line with TM policies and procedures and relevant Myanmar laws. This includes managing the Yangon team townhall meetings, and other internal communications activity.
  • Provide professional support and advice, including coaching and mentoring, to all Myanmar SMT in relation to Human Resource matters.
  • Work with SMT to ensure all performance concerns are addressed in a timely, fair and transparent way.
  • Assist in development and implementation of human resource policies and procedures and identify ways to improve policies and procedures.
  • Review and revise annual review process and work with manager to implement.
  • Advise on and implement employee induction training, professional development plans, and succession planning.
  • Maintain accurate HR records and provide reports to SMT to facilitate decision making.
  • Work with Global HR Lead to implement pay strategy.

HR Operations Activities:

  • Responsible for all recruitment activity, ensuring good visibility of vacant roles, managing the selection and interview process according to recruitment procedures.
  • Responsible for managing Yangon Human Resources at an operational level.
  • Provide support to employees and managers in various HR related topics such as contract and job description, leave and attendance, compensation, insurance, documentation, on-boarding and off-boarding, insurance and HR audits and resolve issues and problems.
  • Advocate for use of the Sage HR system and ensure data is kept up to date.
  • Issue/extend/renew/ensure all types of HR contracts such as (Service agreement, Volunteer, Consultancy, Full Time, Part Time), and Job Descriptions are in place and updated regularly in collaboration with relevant departments.
  • Support employee relations by providing guidelines and clarifications on policies and their application.
  • Participating in and/or leading projects focused on continuous improvement.
  • Ensure compliance with relevant Myanmar labour law.
  • Assisting Finance team to ensure payroll is accurate, and any changes are communicated and documented in a timely manner.
  • Manage employee insurances, keeping employee information up to date and managing additions, removals and amendments to the various policies.
  • Assist Myanmar and global teams with relevant HR reporting.
  • Supporting the administration team to ensure visits by external people or members of the global team are well planned and executed.
  • Supporting the administration team to ensure relevant work equipment (e.g. computer, chair etc.) is in place for all new colleagues.

Key working Relationships

The HR Manager will share line management of the Admin and HR Officer with the Cultural Centre Manager.

The HR Manager reports to the Country Director.

In addition, the HR Manager will work very closely with:

  • The Senior Management Team in Yangon
  • Global HR Lead (UK-based)

Specific job skills and experience:

Essential

  • Significant demonstrable experience of leading a HR function within Myanmar, and ideally Yangon.
  • Experience of working within an NGO operating internationally.
  • Demonstrable experience of building team cohesion and employee engagement.
  • Good working knowledge of Myanmar labour law and its application within an NGO.
  • Able to form relationships and connect with colleagues at all levels and external stakeholders both remotely and in-person.
  • Experience of a business-partnering approach working with senior leaders.
  • Experience of managing recruitment processes to improve organisational visibility and building employer value proposition.
  • Experience of developing and implementing HR policy in a growing organisation.

Desirable

  • Coaching/ mentoring experience.
  • Experience of matrix management or management of project teams would be an advantage.

Digital skills and experience:

  • Confident user of MS Office applications including Word, Excel, PowerPoint, SharePoint, Outlook, Teams.
  • Experience of using HR information systems would be advantageous.

Literacy, Numeracy and Language skills:

  • Must have exceptional communication skills, both verbally and in writing.
  • Must have exceptional attention to detail.
  • Must have an excellent level of international standard spoken and written English.
  • Must be able to communicate with teams in both English and Myanmar.
  • The ability to communicate with colleagues at all levels of the organisation and external stakeholders is essential.

Management Abilities:

  • Ability to translate policy into practice in a way that builds cohesion and promotes equity, diversity and inclusion.
  • Able to manage others as part of a HR function.

This role is offered on an initial 12-month fixed term contract, this may be extended.
