Job Description

Position: Human Resources Manager

JOB LEVEL:

Manager Level 1 (M1)

Location: based in Cebu with travels around the country if needed, mainly Cavite and Leyte where projects are ongoing.

Job summary:

Under the guidance of the Country Director the HR Manager will be responsible for the management of the day-to-day operations of the organizations to ensure employees are working towards common goals and objectives. S/He will develop the HR policies in accordance with the labor regulations in the country and ensure they match with the specificities and needs of the organizations.

Tasks & responsibilities:

1. HR strategy and budgets

  • Participates to 3-year Philippines Strategic Plan elaboration
  • Elaborates and implements the annual Action Plan accordingly
  • Elaborate and monitor the HR budgets and expenses
  • Provides detailed reports on labor costs and overall HR-related costs and suggests solutions to better monitor and control expenses
  • Prepares HR monthly budget
  • Leads the local component for any HR projects (JD new template, implementation of HRIS…)

2. Recruitments

  • Prepares yearly manpower planning together with the heads of the departments
  • Assesses the human resources in quantity and quality and provide recommendations
  • Ensures the optimization of the HR organization and updates the organization charts
  • Ensures that all policies related to recruitment are well implemented, including Onboarding
  • Reviews job descriptions for advertisements of vacant positions
  • Leads the recruitment process for Manager level 1 and up
  • Reviews the hiring documents and pre-employment requirements prior deployment

3. Compensation and Benefits

  • Participate to the definition or adjustment of the salary scale, based on the existing remuneration levels and wages paid by other organizations in the country, homogenize the allowances policy and gives the necessary support to its implementation.
  • Ensure an accurate and timely management regarding human resources such as staff presence and leave follow up, payroll and salary payment including benefits.
  • Prepare wages and pay slips: Reviews every two-week the wages for validation and payment.
  • Reviews the social charges on every required period.
  • Computes the last paycheck as contract ending or staff leaving.
  • Prepares 13th month pay disbursed every May (1st half) and December (2nd half)
  • Reviews the health insurance program annually

4. HR advising

  • Maintain the implementation of procedures and features or adaptions in the HR manual in accordance with the Filipino legal framework (including fiscal aspects) and updates the internal regulation to enhance the workflow of the organizations.
  • Handle personnel issues relating to staff conflicts, absenteeism, performance issues, etc. in compliance of the HR manual.
  • Provide advice and recommendations on disciplinary actions.
  • Conduct exit interviews and make sure Offboarding is properly implemented.
  • Ensure good relationship and networking with the local authorities and administrative authorities

5. Skills management

  • Monitors and participates to annual evaluations appraisals to ensure a smooth annual appraisals campaign
  • Facilitates internal promotion of employees.
  • Organizes and leads People reviews.
  • Identify training and development opportunities in coordination with managers.
  • Organize staff training sessions, workshops and activities.
  • Process employee requests for outside training while complying with policies and procedures.
  • Provide basic counselling to staff who have performance related obstacles.
  • Access funding for training and write proposals.
  • Promote workplace safety.

6. HR Admin

· Ensure Health insurance monitoring and implementation

· Manage the office contracts (consultants)

· Handle work permit and VISA administration of the expatriates.

· Prepare and develop any documents requested by the Filipino authorities.

Update the common tools with HQ and Bangladesh

7. Team management

  • Manages the HR Officer/s to ensure smooth daily HR operations
  • Evaluate team members
  • Build the teams personal development plans and ensure their implementation
  • Ensure that the team complies with internal procedures and the Eau et Vie Charter
  • Communicate general and strategic information of TPA and W&L in an appropriate way
  • Ensure smooth communication between the team members and the departments
  • Train employees based on his personal skills

8. IT Management

· Manages the DE Officer in any IT related concerns such as approval of purchase laptops and monitoring of equipment inventory.

Requirements:

Education: Graduate in BS Psychology, Human Resource Development or any related course

Experience: 5 years of HR experience and at least 3 years of HR management or supervisory experience. Experience working in INGOs or international companies is an advantage.

Skills:

· Proven computer skills (MS Word, Excel, HR software (experience as Admin welcomed))

· Proficient in both spoken and written English (French is an asset)

· Team building skills, problem solving skills, counselling skills

· Effective written communications skills including the ability to prepare reports, policies and procedures in English.

· Time management skills

· Effective verbal and listening communications skills

· Intercultural sensitivity and will to train team members on that

· Abilities to work remotely
