JOB CONTEXT
The HR & Operations Coordinator plays a pivotal role in the heart of Hivos’ regional MENA Hub and is responsible for supporting the day-to-day HR and admin operations. The incumbent monitors the implementation of relevant administrative and human resource procedures within MENA. He/she/they monitors the quality of the operational processes with the aim of maintaining the highest level of transparency, accountability, efficiency and cost effectiveness. Next to that, the HR & Operations Coordinator ensures that operational and administrative processes are applied correctly and initiates policy updates where necessary and relevant. He/she/they works closely with the Regional Director, providing support & leadership in the region. With support from RD, the post holder contributes to the development and implementation of organizational strategies, policies and practices. The HR & Operations Coordinator is also part of Hivos’ global HR team representing MENA hub.
RESPONSIBILITIES
§ In close cooperation with the Regional Director and global HR team, support current and future business needs through the development, engagement, motivation and preservation of our staff.
§ Advise managers in their day-to-day interactions with staff, on HR policies and procedures and employee relations in the broadest sense of the word.
§ Assist in recruitment and placement of staff; manages recruitment, selection and contracting processes.
§ Oversee and manage Hivos’ performance management process to drive high performance.
§ Engage with other NGOs who have secondment agreements with Hivos.
§ Support safeguarding measures and investigations as they arise.
§ Improve process and policies in support of organizational goals, formulate and implement departmental and organizational policies and procedures to maximize output.
§ Ensures that operational procedures are developed/updated and implemented such that the office operations are transparent, accountable and cost- effective and in compliance with best practices; the office(s) and its assets are well maintained; internal clients (staff), suppliers and service providers are aware of the Hivos procedures and comply with them; procurement of supplies and services takes place in a consistent and non-biased manner using transparent procurement protocols; procedures are regularly reviewed to ensure an optimum balance between efficiency (time of processing/speed), accountability (following ISO-acceptable standards) and value for money; and ensure the necessary tools (equipment, policies and people) for efficient operations are in place.
§ Monitor, manage and improve the efficiency of support services such as IT, logistics and HR. Facilitate coordination and communication between all support functions.
§ Oversee organizational insurance policies. Ensure Health and Safety committee meetings are held and tasks assigned. Ensure Regulatory and legal compliance at all times i.e. ISO and security policies.
§ Keeps abreast of best practices and general developments in the field of operations and human resource management in general, and the practices of funding partners in particular; advise Regional Director and other managers on matters in these areas.
REQUIREMENTS
This position is for nationals only:
§ Bachelor or master degree in Human Resource management or a related field.
§ At least 7 years of relevant and proven experience in human resource management and operations field.
§ Extensive knowledge of and experience in matters related to the work environment and the local labor practices and laws in at least one country: Tunisia, Lebanon or Jordan.
§ Experience working with an NGO or international organization with diverse groups of staff.
§ Excellent skills in handling and advising on complex people management issues.
§ Solid experience in office and operations management.
§ Impeccable record of integrity and accountability.
§ Possesses strong coordination skills and is able to manage teams if and where necessary.
§ Enterprising personality and outstanding team player. Easy to work with, proactive, excellent networking and communications skills to achieve the best possible results.
§ High level of verbal and written fluency in English and Arabic. Working knowledge of French is a strong advantage.
§ Level skills: conceptual skills, persuasiveness, decisiveness, initiative, flexibility.
§ Job skills: communication, customer orientation, objectivity, values and practices discretion.
