HR Quality Control Officer (for Philippine Residents Only) At International Committee of the Red Cross

The People and Culture Shared Services (PACSS) has a central administrative delivery function covering the purpose to support ICRC HQ and mobile employees with administrative procedures related to their professional path within the ICRC. It is comprised of different services such as Contracts & Administration, Global Mobility and other HR Specialists. The PAC Shared Service is structured in order to meet the needs for employee hiring, their on-boarding, their mission organization as well as all matters relating to their HR administrative management.

The HR Quality Control Officer is responsible for the PACSS’ quality-control processes for HR related data entries, in accordance with the ICRC policies and procedures. S/he supports and monitors subset of the data management processes within the PACSS to enable evidence-based decisions and improvements in the area of data entry, quality support and analytics.

RELATIONSHIPS

  • Internally, interacts with staff who encounter administrative issues and fellow members of the HR administration team at the Manila Shared Services Centre.
  • No external relationships.

SCOPE AND IMPACT

  • Provides administrative services to 3,700 staff under Geneva contract.

ACCOUNTABILITIES AND RESPONSIBILITIES

A. Data Quality Control

  • Conduct the data quality controls (manual and semi-automated) of the unit that encompasses the entries/actions in the HR systems made by the teams in PACSS
  • Review and improve controls at least annually based on risk assessment and as needed due to process updates/changes
  • Develop and establish controls to address process gaps identified during quality assurance and risks discussions and/or brought by system or policy changes.
  • Coordinate and ensure proper and timely closure of incident management with the Quality Assurance Officer, Team Leads, SMEs and as needed, with the management.
  • Maintains the quality-control documentation database, instructions, and records

B. Analysis and Reporting

  • Build reports to present data, statistical reviews and trends in identified errors
  • Prepare data analysis and reports for internal and external compliance reviews or audits as needed
  • Coordinate with Quality Assurance Officer to improve data quality of PACSS entries/actions
  • Takes ownership of assessment of controls across the end-to-end transaction lifecycle, proactively assessing threats, vulnerabilities, and possibility of future incidents

C. Support

  • Provide guidance to the Team Leads and management in bringing long-term solutions to repeated issues identified from control reports
  • Aid Quality Assurance Officer by providing data of control outputs to support Root-Cause Analysis exercise and building/improving of KPIs & SLAs.D. Other Tasks
  • Provide ad hoc administrative tasks for the unit or department if necessary and upon request
  • Be proactive with continuous improvement propositions for the team’s management processes and / or more generally the PAC Shared Services
  • Participate in the projects and/or activities within the team and unit

D. Additional Duties

  • Follows up on all work-related messages and correspondence with the relevant contacts and departments
  • Is aware of the delegation’s objectives and has a good knowledge of the other contacts relevant to the position
  • Represents the ICRC in an appropriate way during activities, and avoids any activity that may reflect negatively on the ICRC’s image
  • Takes responsibility for their own professional learning and development

SELECTION REQUIREMENTS

  • College degree or equivalent experience.
  • At least 3 years of previous experience in HR Administration or Shared Services environment.
  • Knowledge and experience of HR services, including workflows, processes, key performance indicators, and data quality controls.
  • Functional knowledge of control design, risk assessment, quality audits and issue management
  • Excellent reporting skills and advance knowledge in using Microsoft Excel (experience in developing macros via VBA Excel)
  • Proficiency in other Microsoft Office suite (Word and PowerPoint)
  • Working knowledge of HR information system
  • Good command of English. French language skills an asset.
