JOB BRIEF

As part of the Human Resources department, the Employee Relations/Engagement Specialist is responsible for performing a wide variety of administrative and evaluative work concerned with establishing and maintaining effective internal relationships (between staff and managers and among staff) that contribute to optimal performance, motivation, morale, and discipline throughout the Institute. This position is based in Washington, DC, and reports to the Director, Leadership and Talent Development.

TARGET SALARY RANGE

Grade 12 – $94,199 – $97,339

The Institute uses the General Schedule salary tables for administering compensation. Offers are determined based upon candidate qualifications, related experience, internal equity, and the amount budgeted for the position.

RESPONSIBILITIES

Major Duties and Responsibilities:

* Responsible for the intake and management of formal and informal employee complaints. Advises managers about appropriate disciplinary or other corrective techniques that are responsive to a range of conduct and performance problems. Interprets facts and events and identifies relevant aggravating or mitigating factors.

* Conducts inquiry and analysis to identify causes of misconduct or poor performance. Ensuring advice is consistent with applicable (i.e., regulatory, statutory, and negotiated) procedures, case law, and court decisions.

* Identifies and recommends organizational and team-based strategies to create and sustain a positive work environment. Promotes and demonstrating employee relations/engagement practices that balance organizational and individual needs.

* Helps managers to identify and recommend training for employees that supports individual development plans.

* Provides advice, assistance, technical and policy guidance to management concerning their responsibilities throughout the employee life cycle for ensuring sustained levels of high performance and for providing ongoing feedback and periodic appraisals.

* Responsible for evaluating overall work requirements, making workload adjustments, setting priorities, establishing general methodologies, providing technical assistance in the most difficult cases, advising employees on program goals and objectives, making decisions on problems presented by employees, or referring to supervisor for assistance and ensuring that production and accuracy requirements are met.

* Collaborates with other members of the HR team to advance employee engagement and the application of USIP principles and values.

Perform other duties as assigned.

QUALIFICATIONS

* Bachelor’s Degree with six (6) years of experience in human resources, management, performance improvement, or a related field is required.

* Demonstrate knowledge and abilities of employee relations concepts, principles, laws, and regulations to serve as a consultant to management and staff are required.

* Demonstrate knowledge and abilities related to employee engagement strategies and ability to consult with management and staff are required.

* Ability to assess potential impact and precedent-setting implications of pending employee disputes.

* Ability to provide advice and assistance to legal representatives of management in the technical aspects of personnel administration during formal and informal grievance processes.

* Excellent interpersonal skills, including the ability to work effectively in a consensus-driven organization and to create consensus-based support, are required.

* Strong time management skills with a proven ability to prioritize tasks and meet time-sensitive deadlines.

* Must have exceptional presentation, writing, and verbal communication skills.

* Excellent organizational skills and attention to detail.

* Good problem-solving ability.

* Team player who is energetic and proactive with a commitment to continuous improvement.

* Outstanding relationship-building skills with the ability to collaborate equally well across the Institute.

* Ability to act with integrity, professionalism, and confidentiality.

* Extensive knowledge and proficiency with MS Word, Excel (advanced knowledge preferred), Outlook, and other MS Office applications.
