HR Training Officer – Syria – AZAZ at GOAL

General Description of the Programme:

GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in Idleb Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households.

Job purpose:

We are seeking to hire a full time HR Training Officer.

Reporting to HR/Admin Manager, the HR Training Officer will develop, advise on and implement the training plans. The HR Training Officer’s aim is to ensure that the organization invests in its staff in terms of skills and experience, and that training and development opportunities are available to employees to enhance their performance and achieve the GOAL’s organizational aims.

Duties, objectives and competencies:

  • On an annual basis, following appraisals, carry out a Training Needs Analysis and with the support of the HR & Admin Manager, put together a training plan.
  • Review organisational training needs through needs assessments and review of performance appraisals and work with managers to organise training, development and mentoring initiatives to meet gaps
  • Supervise and monitor progress made via training plan.
  • Design and assess training plan.
  • Compile and present information to the Management.
  • Source, develop and deliver appropriate training within budget.
  • Arrange training courses with relevant personnel including inviting attendees, ensuring room set-up is complete and obtaining feedback from participants.
  • Oversee all staff inductions.
  • Supporting development of standard staff induction materials and group induction days
  • Supporting induction training to all new starters. Ensure to provide training part of HR Induction.
  • Provide support on people related matters to the organization, ensuring compliance with best practice.
  • Deliver and oversee the training of individuals or groups of employees
  • Ensure employees receive statutory required training
  • Addressing skills deficits through tailored in-house training.
  • Coordinating external training as the need arises.
  • Supporting Organization team building activities.
  • Informe employees about any training opportunity or arrangement.
  • Ensure the training tracking sheet to monitor the training identified during appraisals and record all training completed and develop training plan on a monthly basis.
  • Conduct exit interviews with staff who are leaving and report to management on key trends.
  • Communicate and arrange for trainings and capacity building plans for Goal employees with all capacity building NOGs and centres.
  • Reporting to management on key HR issues.
  • Keep track of issues in Syria relevant to HR such as the introduction of new policies.
  • Provide biweekly report to the HR Admin Manager.
  • To undertake correspondence as required.

Requirements (essential):

  • Syrian National who is living in the Area of Operation.
  • A bachelor’s degree with an appropriate Business Science major is preferred.
  • Qualification in Instruction and/or Learning Design is advantageous.
  • 3 years of Previous experience working as Trainer or any capacity building or coaching role or Human Resources
  • 2 years of experience in training or coaching in any NGO field
  • Certification in TOT, PMD, soft and communication skills.
  • 2 years Team management experience, worked as Team leader, training facilitator, Officer or any position with team management experience.
  • Thorough understanding of contemporary HR and business procedures.
  • Good level of verbal and written communication in English and Arabic.
  • Strong communication skills and able to build effective relationships
  • Ability to conduct thorough needs assessments to gauge training needs.
  • Strong desktop and in-person research, presentation, and reporting skills.
  • Decision-making skills to assess training needs and recommend appropriate solutions.
  • To work effectively with colleagues, third parties and managers, they must have good interpersonal skills.
  • Energetic, determined, and highly capable disposition.
  • Solid IT skills (MS Office, HRIS, Blackboard, Lingos).
  • Excellent interpersonal skills.
  • Excellent attention to detail.
  • Excellent reporting skills.
  • Excellent negotiation skills.
  • Attention to details.

Requirements (desired):

  • Good knowledge of Labour law
  • Good knowledge of humanitarian law/ humanitarian principles
  • Distinguish and persuasive of training manner.
