HSS/HIV Services Integration Team Lead | Kyiv, Ukraine | 2023 At Chemonics

Chemonics seeks an HSS/HIV Services Integration Team Lead for USAID’s anticipated “Re-envisioning Excellence and Accessibility in Clinic-based HIV Services” (REACH 95) project. The purpose of this project is to accelerate Ukraine’s efforts to achieve HIV epidemic control by 2030 by improving equitable access to high-quality HIV service delivery at public health facilities through optimize case-finding, linkage to prevention and care, and support for decentralized treatment services. The program’s three objectives include 1) strengthen the modality mix and implementation of HIV testing services for optimized case-finding and improved linkage to prevention and treatment services in public health facilities, 2) expand quality, person-centered approaches to HIV service delivery and reduce health care provider stigma and discrimination toward PLHIV, and 3) develop health care facility capacity to provide the full range of HIV services at the primary care level.

Responsibilities:

  • In coordination with the deputy chief of party and other technical leadership, develop strategic direction to ensure REACH 95 meets stated HIV and HSS goals, quality standards, and reporting requirements
  • Coordinate among USAID, other health implementing partners, and numerous Government of Ukraine institutions and representatives, particularly at the regional- and district-level for HIV and HSS activities
  • Ensure effective and timely implementation of HSS activities and delivery of high-quality technical products
  • Provide on-the-ground monitoring and use performance indicators to document progress toward the achievement of the project’s results
  • Provide oversight and support in the areas of HSS and HIV services

Qualifications:

  • Master’s degree or other advanced degree (PhD, MD) in a relevant field, such as medicine, public health, health system management, social administration, or social sciences; clinical qualification (MD, clinical officer, nurse, midwife, or other cadres) desirable
  • At least seven years of experience in managing and/or implementing integrated HIV prevention, care, and treatment and/or HSS programming in a similar context, with at least three of those years working in Ukraine as a senior advisor or staff member
  • Experience and expertise in one or more of the following areas: facility- or community-based HIV approaches; health governance; HRH; supply chain strengthening; QI; MEL; capacity strengthening of local organizations
  • Ability to interact effectively and collaboratively with a broad range of senior and mid-level public and private sector counterparts, donors, and other key stakeholders
  • Experience supervising technical staff in the implementation of integrated health programming
  • Previous experience working on USG-funded HIV programming in Ukraine desirable
  • Expertise in strengthening the program management, service delivery or adaptive management of Ukrainian health organizations desirable
  • Experience working with decentralized health systems desirable
  • Familiarity with Ukrainian health sectors agenda
  • Strong and effective verbal and written communication skills
  • Demonstrated outstanding interpersonal and supervisory skills
  • Demonstrated leadership, versatility and integrity
  • Excellent knowledge of written and spoken English including oral presentation skills
  • Fluency in Ukrainian is required
