The HSS Manager provides health, safety and security support, advice and trainings to country, regional, and the Head Offices (HO), provides support to an Emergency Response Team or deploys to implement an initiative or task on behalf the HO HSS Section. This position reports to the Global HSS Director who is responsible for assigning deployments and tasks.
Generic responsibilities
- Promote and stimulate HSS risk management culture
- Provide Country management group (CMG) with strategic advice based on changes to the context
- Oversee and support national HSS risk management to staff, assets, operation and reputation of NRC
- Implement the NRC Global HSS Management System at national level and provide reports a required
- Develop and maintain national HSS documents and procedures incl. strategy and budget
- Act as an adviser to CD leader during a crisis and take lead as and when delegated
- Oversee and/or conduct Security Risk Analysis (SRA) and status reviews
- Manage HSS staff at country office
- Support context security assessment at Area level conducted by area HSS Officer
- Serve as Country Office COVID-19 management focal person
- Develop and share with CO weekly security context report
- Liaise with Programme and Support senior Staff members to ensure that Security needs and activities are adequately budgeted
Specific responsibilities
- Lead and monitor the implementation and compliance of NRC HSS risk management framework and reduce risks by seeking creative solutions for mitigation to (in order of priority): NRC staff, programs, organization, beneficiaries and assets.
- Ensure that solutions respect both the rules and principles of the HSS risk management system of NRC, as well as the humanitarian standards of humanity, neutrality, impartiality and independence that are guiding the interventions of NRC for accessing beneficiaries.
- Provides HSS trainings
- Provides mentoring or support to help build the capacity of HSS staff in the field
- Attend humanitarian agencies assigned safety meetings
Generic professional competencies
- Minimum 3 years of experience from working as a senior HSS Manager in an international humanitarian/recovery context
- Previous experience from working in complex and volatile contexts
- Substantial and demonstrated prior experience as a trainer
- Documented results related to the position’s responsibilities
- Knowledge about own leadership skills/profile
- Fluency in English, Portuguese and or Spanish both written and verbal,
- Professional qualifications or studies in general management, HSS and/or risk management
- Prior work experience at the country level
- Experience or qualifications in humanitarian access
- Experience or qualifications in negotiations
- Fluency in English and Portuguese both written and verbal

Additional Details:
Duty Station: Pemba , Cabo Delgado, Mozambique
Type of Contract: 24 months renewable based on funding, performance, and the need for position
Salary: Based upon the NRC grading Scale
Travel: 70%
