Background information Amman hub:

  • Their hub in Amman implements projects on behalf of UN agencies & bilateral donors & in close coordination with the government & national authorities. With an established presence across the region, the office runs operations including large scale procurement, project development & technical management & provides financial, human resources & infrastructure related services.
  • The functional objective of the hub in Amman is to deliver its projects in an efficient & effective manner & in line with the principles, rules & regulations of our client, to achieve the outcomes sought by their partners / stakeholders. Our client has been active in Iraq since 2004, delivering close to 50 projects worth over USD 260 million. They have a very strong relationship with the key counterparts at both central & regional government levels in Iraq. They operate from their operational hub in Amman & supports its country office in Baghdad & its sub office in Erbil. The selected candidate is responsible to abide by security policies, administrative instructions, plans & procedures of the UN Security Management System & that of our client. Background information job specific:

  • Our client is undertaking a three year project that aims to improve basic living conditions for returnees in the liberated rural areas of Al Anbar & Ninewa governorates through the rehabilitation of up to 1,000 housing units & restoration of decentralized services. The decentralized services component will entail the provision of solar street lighting, the rehabilitation of selected community roads & of water & sanitation networks & / or stations. When feasible, the rehabilitated housing units will be connected to the restored decentralized services taking into consideration the whole neighborhood. The rehabilitation of housing & basic services will be guided by a needs based approach.

Role Objectives

The Health, Safety, Social & Environmental (HSSE) Senior Analyst will report directly to the Project Manager & will ensure full coordination with Project Lead Civil Engineer, the HSSE Specialist stationed at the Amman Hub, the Infrastructure Specialist & other project team members. The selected candidate needs to establish a safe workplace according to our clients health & safety management systems & foster a culture of attention to health & safety in all the phases of the implemented projects. Specifically, s / he will be responsible for the following duties:

HSSE planning, coordination & implementation:

  • Provide inputs on various health & safety related procedures relevant to the type of work, (such as noise levels, use of personal protective equipment & use of machinery etc.).
  • Develop visual material for on site briefings with contractors on occupational health & safety, including any sanitization measures at the project site based on guidelines.
  • Support the Project Manager & the project team on all health & safety related matters during project planning & implementation.
  • In line with our clients HSSE policies & procedures, develop & / or advise on risk mitigation & preventive actions required outlining potential threats, risks levels & recommended mitigation strategies during project implementation, taking into consideration relevant & existing assessments.
  • Follow up on the implementation of the Environmental Social Management Plan (ESMP) & health & safety plan on work sites.
  • Assist the Lead Engineer in preparation of HSE plans & project related documents.
  • Oversee the implementation of HSE plan, ESMPs & others produced under each contract, provide necessary HSE advice to site staff.
  • Review contractor’s HSE plans, documents, submittals & provide necessary oversight support.
  • Prepare HSE documentation in line with our clients guidelines.
  • Keep records & filing in line with project requirements.

HSSE monitoring & reporting:

  • Propose & control the projects plans for health & safety, monitor related executions & prepare / submit required reports.
  • Conduct regular field inspection & monitoring visits to the projects sites to supervise the contractors throughout the project implementation, identify possible areas / issues of non conformity (e.g. unsafe work at heights & in excavations) & prepare project’s health & safety related reports on occurrences.
  • Implement mechanisms for reporting all health & safety incidents that may have an impact on the project, as well as ensure that all accidents are documented, reported internally & / or externally as per the agreed reporting protocols, investigated while ensuring that any recommended improvements are implemented in a timely manner.
  • Implement the health, safety, social environmental plans in line with our clients policy.

HSSE capacity building & knowledge management.

  • Initiate, organize & deliver Occupational Health & Safety (OHS) training & learning initiatives for the project personnel, contractors & partners.
  • Oversee team’s contributions to health & safety knowledge networks & communities of practice including collaborative synthesis of lessons learned & dissemination of best practices.
  • Provide induction to all new project team & contractor on HSSE requirements.
  • Support the PM in capacity building planning & transfer of HSSE project related knowledge among the relevant projects’ stakeholders, both internal & external.’s

Project Reporting

The Health, Safety, Social & Environmental (HSSE) Senior Analyst will report directly to the Project Manager & will ensure full coordination with Project Lead Civil Engineer, the HSSE Specialist stationed at the Amman Hub, the Infrastructure Specialist & other project team members.

Key Competencies

  • Master degree is required, preferably in health, safety & environmental management, natural science, engineering, or relevant fields or a bachelor’s degree in combination with an additional 2 years of relevant work experience (4 in total) can be accepted in lieu of the masters degree.
  • A minimum of 2 years of progressively responsible experience in Health, Safety, Social, and Environmental (HSSE) management is required, with at least 1 years in managing & implementing projects’ related health & safety matters is required.
  • Experience in health & safety risk assessments, inspections, incident investigation & training facilitation is required.
  • Experience with third party certification audits for health & safety & environment management is desired.
  • Experience of working at UN agencies or other international humanitarian / development organizations is highly desired.
  • High proficiency with computers & other software/ platforms related to the position’s field of expertise is required.
  • Experience in working with the G-Suite platform including, Google Drive, Google Calendar, Gmail, Google Sheets, docs & slides is an asset.
  • Full fluency in Arabic & English is required.
  • Certification in occupational health & Safety, such as NEBOSH IGC1, IGC2, GC3 & OHSAS 18001 is desired.
