Human Resources and Admin Coordinator At War Child Holland

General objective of the job

The Human Resources and Admin Coordinator is responsible for ensuring that recruitment and administrative processes are running effectively and efficiently, and for the maintenance of HR and Admin documentation in line with War Child local and global standards and practices. The HR and Admin Coordinator supports managers to facilitate the performance develop cycle and learning with their teams. The HR and Admin Coordinator sees to transparent and reliable processes and generates management information. The HR and Admin Coordinator reports to the Country Director and provides regular updates to the Country Management Team.

Position in the organisation

The HR and Admin Coordinator reports to the Country Director. The HR and Admin Coordinator manages the Sr Logistics Officer and IT consultant. The HR and Admin Coordinator oversees the recruitment, logistics, and procurement processes within the Jordan office in close collaboration with the Finance Manager. The HR and Admin Coordinator collaborates with global and regional HR and procurement functions. Together with the Country Director and legal advisor, the HR and Admin Coordinator is a key government liaison for the country office.

Essential functional relations: Country Director, Programme Implementation Manager, Finance Manager, Project Managers, and relevant staff at the global and regional levels.

In addition to the result areas below, the HR and Admin Coordinator remains flexible to take on different assignments in support of the overall country office operations.

Result Areas

1. Human Resources

· Support the development of Job Descriptions with hiring managers

· Ensure the transparent recruitment and contracting of staff as per local and global HR guidelines

· Maintain updated HR dossiers for each staff member

· Lead on the implementation and understanding of War Child’s Integrity Framework and principles in the Jordan office.

· Support managers to understand the implement the staff performance development cycle

· Advise the country management team on the learning and growth pathways for staff within the organization.

· Monitor and maintain an overview of staff leave days, including annual leave, sick leave, etc.

· Conduct a regular review of the Jordan office salary scale

· Support managers to follow up on monthly timesheet reports

· Manage staff exit clearance (Tax clearance, recruitment certificate)

· Prepare the monthly payroll and act as the liaison for the social security account.

· Track consultancy and service provider contracts.

· Support the Country Management Team to review and update the staff Terms and Conditions for the Jordan office.

· Liaise with Health Insurance provider

· Actively coordinate with the HR Working Group and Government Liaison Working Groups under the Jordan INGO Forum.

2. Logistics and Procurement

· Monitors systems and guidelines for the logistics department of the mission on store control; equipment, vehicle use and maintenance, fuel tracking, etc.;

· Reviews logistics manual and ensures logistics policy and guidelines are followed in all locations (as a delegated responsibility of the CD);

· Monitors (delegated) procurement and management of supplies, vehicles, assets, and inventory in the office etc;

· Manages tendering processes as per War Child’s global and country level procurement guidelines, including supplier contracting

· Conducts an annual review of local market prices.

· Oversees office administration including supervision and coordination of regular office maintenance, ensuring all utilities and internal facilities are kept in good working order.

· Ensures services were well received from the suppliers, service providers, and consultants; provides finance department with necessary documentation.

3. Management of staff

· Manages the Sr Logistics Officer and IT consultant

· Manages their staff by guiding, coaching, instructing and motivating;

  • Conducts appraisals, team development and discusses career perspectives with their staff and provides input for appraisals of the support staff of the field locations;
  • Prepares terms of references for staff in their department.

Experience

· 3 – 5+ years’ experience with Human Resources and operations coordination or management;

· 3 – 5+ years of experience with an (I)NGO in an international/ humanitarian context;

· Experienced team leader/staff manager

· Relevant academic background – preferably an MBA or equivalent;

· Experience working with institutional partners and donors

· Good communication and interpersonal skills, including the ability to communicate on sensitive issues;

· Fluency in English and Arabic is required.

· Permitted to work in Jordan
