Counterpart International, together with a diverse consortium of local partners and in collaboration with the Government of El Salvador, implements Alimenta y Florece, a McGovern-Dole International Food for Education and Child Nutrition Program in El Salvador funded by the United States Department of Agriculture (USDA). Alimenta y Florece is a five-year initiative that aims to support more than 44,000 students in the departments of San Miguel and Morazán by delivering nutritious school meals, supporting infrastructure rehabilitation, empowering local communities to decentralize school feeding, fostering local food production, and strengthening economies.

The Human Resources and Administration Officer will lead the program’s human resources processes under the supervision of the Administration and Finance Manager. He/she will support staff recruitment, onboarding/offboarding, payroll, benefits administration, and annual performance management, ensuring compliance with Counterpart’s human resources policies, local labor law, and donor requirements. He/she will also support the administrative functions of the program’s main office in San Miguel, including office maintenance, information technology (IT), and transportation services. Responsibilities

  • Support staff recruitment by posting vacancy announcements, pre-screening resumes, scheduling interviews, collecting required recruitment documentation, verifying professional references, and coordinating the preparation of salary offers and employment agreements.
  • Manage the onboarding process for new staff, ensuring that new employees receive all relevant information, documentation and training to effectively perform their duties.
  • Coordinate the annual performance evaluation process in close collaboration with senior program leadership and supervisors.
  • Coordinate payroll, benefits, earnings and other withholdings for program staff with the Finance and Administration Manager and third-party payroll vendor.
  • Maintain annual leave, sick leave and public holiday balance trackers and provide updates on leave balances to staff as requested.
  • Periodically update the program organizational chart to reflect current staff names, positions, and lines of supervision.
  • Coordinate with the Program Director, Finance and Administration Manager, and the U.S. office to periodically update the local salary scale as requested.
  • Oversee contracting and relationships with vendors who provide administrative and/or operational support to the program, including insurance companies, hotels, telecommunications, office maintenance, etc.
  • Coordinate the use of program vehicles, including their scheduling and maintenance.
  • Other related tasks as assigned.

Mandatory:

  • Bachelor’s degree in business administration, human resources, communications or other related area of ​​study.
  • Minimum of four years of professional experience in human resources, preferably with an international or local NGO.
  • Demonstrable experience in the analysis and interpretation of laws, regulations, policies, principles, concepts and labor practices.
  • Strong customer service orientation with excellent communication, interpersonal and negotiation skills.
  • Demonstrated ability to engage with individuals at all levels, both internally and externally.
  • Ability to maintain confidentiality.
  • Strong planning and organizational skills.
  • Mastery of Microsoft Windows and MS Office (Excel, Word, PowerPoint) and online conferencing applications.
  • Full command of Spanish.
  • Willingness and ability to travel up to 25% of the time.

Preferable:

  • Master’s degree in human resource management, business administration, organizational development or other related area of ​​study.
  • Previous experience supporting international cooperation programs funded by the USDA or USG generally.
  • Intermediate to advanced command of English.
