Human Resources and Administration Specialist – Myanmar At SoCha LLC

Background

SoCha is expanding its’ operations in Myanmar and is seeking a full-time, qualified individual to fill the role of Human Resources and Administration Specialist. The position will be based in Yangon.

Scope of Work

This position is responsible for all Human Resources matters in the project office as well as assisting by providing administration and operations support. The Human Resources and Administration Specialist will report to the Finance and Admin Administrator and interface regularly with SoCha’s home office. Responsibilities will include:

  • Lead all aspects of national staff recruitment—advertising, reviewing and short-listing applications, scheduling and participating in interviews, checking references, gathering all necessary documents and ensuring they are accurate and complete, and preparing and presenting offers.
  • Prepare independent consultant/employment agreements and amendments, collect complete and accurate supporting documentation, monitor level of effort, and maintain and distribute a monthly consultant tracker.
  • Ensure that all recruitment documentation is complete and saved in appropriate systems folders.
  • Lead staff on-boarding to ensure set-up of necessary equipment, systems, and other needs are in place upon both long- and short-term employee start dates in addition to overseeing the orientation of newly hired long-term staff.
  • Ensure that all staff adhere to SoCha timekeeping and leave policies in addition to monitoring staff leave balances.
  • In consultation with the Global HR Manager, maintain the project Personnel Manual in accordance with SoCha policies, client policies and regulations, and Burmese labor law.
  • Ensure all aspects of national personnel performance are completed in the ERP system including goal setting, regular evaluation, and end-of-year assessments.
  • Contribute to procurement of health insurance, ensure that all staff are enrolled in project insurance policies, and serve as point of contact for any ongoing communication with providers.
  • Manage all immigration needs of international staff (both short- and long-term), in collaboration with the Logistician.
  • Support the smooth functioning of the project by providing administrative and logistical support to project staff and ensure compliance with organizational policies and procedures.
  • Communicate and enforce procedures for the operation and maintenance of the office, where required.
  • Manage the office petty cash for all ongoing services and costs (e.g. rent, utilities, supplies, maintenance, telephone). Ensure record system is adhered to in order to track usage and meet accounting requirements.

Minimum Qualifications and Experience

  • Bachelor’s Degree in human resource management, business administration, management, or a relevant field. Master’s degree preferred.
  • At least five (5) years of relevant work experience managing human resources on international projects.
  • At least three (3) years relevant working experience in managing administrative, operational and/or procurement tasks on international projects.
  • Demonstrated in-depth knowledge of relevant local labor laws and HR policies.
  • Excellent computer (MS Office Suite of products) and organizational skills.
  • Proven ability to work closely with a variety of project stakeholders including local senior and support staff, client personnel, Home Office staff, consultants, vendors, and subcontractors to work collaboratively to solve administrative and operational problems as they arise.
  • Proven ability to independently plan and execute complex tasks while addressing daily management demands.
  • Proficient in both English and Burmese.
