Human Resources and Operations Officer for USAID Mali Project Anka Jiko AT Tetra Tech

The USAID Mali Anka Jiko project, implemented by Tetra Tech International Development ( International Development Jobs – Tetra Tech ), is currently accepting expressions of interest for a Human Resources and Operations Officer position for the USAID Mali Anka Project Jiko. This position will be located in the main office in Bamako and will last approximately 4 years.

Job Description: The objective of USAID Mali Anka Jiko is to improve the quality and sustainability of rural water and sanitation (W&S) services by strengthening the capacity of key stakeholders in rural Malian communities to build, maintain and sustainably manage safe and reliable water systems, as well as plan and implement Economic, Social and Cultural Development Programs (PDSECs) and strategic sanitation plans (PSA) in the regions of Sikasso, Bougouni and Koutiala.

As a staff member in charge of Human Resources and Operations within the USAID Mali Anka Jiko project, this role is of crucial importance for talent management and operations. The incumbent will be responsible for various aspects, ranging from management of personnel files to coordination of operational activities, thus contributing significantly to the achievement of project objectives.

Responsibilities:

Human Resource Management:

* Proactively oversee the local recruitment process, including writing job postings, verifying qualifications and work experience, negotiating salaries and hiring the most qualified candidates; facilitate the orientation of new employees on the administrative aspects of the project.

* Draft official correspondence, including job offers, engagement letters and certificates of work and service rendered, as well as initial employment contracts and their amendments, ensuring compliance with local laws and policies Tetra Tech.

* In partnership with the finance department, manage the complete payroll process, including the accurate calculation of salaries, benefits, deductions and taxes; manage health insurance plans, retirement plans and other benefits.

* Support supervisors during the annual staff performance review process to ensure constructive reviews and appropriate development plans and assist in resolving performance issues and implementing improvement plans.

* Ensure careful management of HR systems, including maintaining individual employee records, employment contracts, job evaluation forms, employment forms and documents, annual leave, etc. ; manage internal and external audits related to HR practices.

* Ensure timesheets are completed and processed appropriately; maintain meticulous tracking of work schedules, absences and leave to ensure policy compliance and effective resource planning; track expiration dates of employment, consulting and internship contracts, and coordinate the renewal or termination of contracts.

* Plan and coordinate training and development programs; ensure all new hires complete mandatory Tetra Tech online training and existing staff remain up to date with required training.

* Manage internal communications and play an active role in resolving conflicts within the team; organize team events and activities to build cohesion and promote a collaborative environment; disseminate important information and internal policies, ensuring consistent understanding within the team.

Operations management:

* Work closely with the purchasing team to perform in-depth analyzes comparing prices of various goods and services; support the logistics team in identifying and planning office purchasing needs.

* Assist in the design, publication and management of calls for tenders related to goods and services.

* Provide methodical support for the creation of the bid evaluation committee and the preparation of files related to the purchasing processes; actively participate in selection committees by accurately developing supplier evaluation forms.

* Contribute to the implementation of framework contracts (BPA) for regular services in all offices.

* In collaboration with the Administration and Logistics Manager, coordinate the logistics of special events such as conferences, workshops and official visits.

Qualifications:

*A university degree in human resources management, business administration, or a related field.

* Minimum of 5 years of experience in human resources management roles, preferably in international projects or NGOs.

*Prior experience in operations related to development projects, particularly with donors such as USAID, would be an asset.

* Has an excellent understanding of human resources management practices, employment policies, and local legal standards.

* Advanced skills in drafting employment contracts, HR correspondence, and other related documents.

* Ability to coordinate operations related to logistics, travel, and events.

* Strong organizational skills to manage personnel files, audits, and training programs.

* Excellent communication and conflict resolution skills.

* Fluency in French, written and spoken, is required; fluency in English is preferred.
