Provide HR management at national level in accordance with procedures laid down in the mission and AAH guidelines for provision of the optimum support for the program
Key activities in your role will include
- Participates in the definition of the Mission HR strategy
- Monitors mission activity to ensure teams remain compliant with the mission HR policies and procedures
- Maintains Internal Regulations up-to-date, reviews the document periodically
- Ensures that any HR policy/procedure is effective both in general operations and emergencies.
- Supports the Country Director and Deputy Country Director and other supervisors whenever staff management issues require informal or formal action, ensuring each case is appropriately documented.
- Ensures complete and up-to-date personnel files are maintained for all locally hired staff.
- Prepares and monitors the details of all local labor contracts. Ensures all staff has valid employment contracts and updated job descriptions.
- Keeps up-to-date the country organization charts (capital and projects).
- Facilitates the arrival and departure expats into and out of the country including ensuring VISA, work permits etc. are managed in a timely manner and supervises the travel and visa arrangements.
- Monitors the requirements in-country for all visas, work permits & residency permits.
- Define each position for which the organization wants to set a competitive pay scale
- Lead the benchmarking and research wage scales in other NGOs and companies
- Forecast the growth and size of the workforce for the next years
- List the type of non-salary compensation to measure the overall competitiveness
- Supervises the preparation of national staff payroll including salaries, special allowances, and social security contributions.
- Monitors annual leave, R&R and sick leave entitlements for all national staff and expats.
- Validates leave entitlements (annual leave, R&R, sick leave etc) before any expat or national staff take requested leave.
- Ensures all taxes and social security contributions are correctly calculated and filed with the relevant governmental authority as per the required schedules.
- Reviews all job descriptions at the start of the recruitment process to ensure that they are standardized across the mission.
- Implements standard and best practice recruitment procedures for all locally hired staff.
Do you meet the profile required criteria?
- Higher education in management, HR, or any related field.
- Knowledge of ACF desirable (organization, mandate, strategy, procedures).
- Minimum 3 years previous experience in Human Resources management and at least 2 years in the humanitarian sector
- International experience. Demonstrated capacity to work in multicultural environments.
- Good communication skills.
- Proven team-work experience and of coordination of staff under supervision.
- Business fluency of English language. Romanian / Russian are advantageous
Our remuneration package:
We offer immediate incorporation to a dynamic international network with the following remuneration package:
- Formal work contract: Long Term
- Base: Chisinau (Moldova). National and international mobility may be needed.
- Salary: according to Action Against Hunger salary scale and to candidate’s previous experience.
This packaged includes:
- Non-accompanied position.
- Expatriate insurance (health, live, repatriation, travel, etc.)
- Break flights/trips to defined area: (break per diem: 215 EUR)
- Yearly holiday return flight ticket
- Accommodation (in shared guest house) or housing allowance
- Travel costs to and from the mission.
- 25 working days of paid leave per year.
