Human Resources Coordinator (Gaza) At Save the Children

The Opportunity – HR Coordinator

Post location: Gaza Field Office – Rafah and subject to change based on SC priorities and response in Gaza.

Contract Duration and Level of Effort: until 31st December 2024, with a possibility of extension based on available funds.

ROLE PURPOSE:

The role holder will provide administrative support to the Gaza Response HR Manager in Recruitment and Onboarding across the full range of HR processes within the candidate and employee lifecycle. They will also be responsible for the continuous improvement of HR processes and systems in partnership with relevant colleagues. In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal job description and be able to vary working hours accordingly.

KEY AREAS OF ACCOUNTABILITIES:

Generalist HR support

  • Support the oPt country office in the end-to-end recruitment process for national positions at different grades
  • Participate in national job evaluation for some positions if needed, in line with SCI standards
  • Support in reviewing JDs to ensure compliance with SCI format and standards.
  • Responsible for opening the requisitions on SCI recruitment system, and launching/advertising on the different job boards.
  • Do longlisting, support in shortlisting and scheduling interviews while ensuring child safeguarding standards are met during the process.
  • Arrange interviews and represent HR in the interview board.
  • Preparation of new joiner offer packs, to be reviewed by relevant colleagues and to get it approved prior to extending,
  • Ensure having the proper documentation of performed recruitment processes, from sourcing to offering stage. Liaise with recruiters to ensure full documentation of the recruitment process is in place
  • Support in the onboarding of new hires, national and international, and follow up on mandatory training (passport to success) progress.
  • Manage, track and update Oracle data, ensuring high quality and accuracy including on-time changes for any changes including newcomers, and leavers, internal transfers….
  • Conduct pre-offer checks and ensure all SCI requirements are in place; internal vetting and re-hire check are done through Oracle before having the employment contract signed.
  • Ensuring that the recruitment process is reflected on SCI recruitment system from the job opening until the on boarding.
  • Prepare the employment contracts and attach all mandatory policies and JD.
  • Manage the recruitment team’s shared mailboxes, answering recruitment queries in liaison with members of the team
  • Post available roles on relevant job boards and other appropriate channels
  • Support the generation of the weekly job bulletin to promote and circulate available roles to internal staff and partners
  • Follow up processes for successful and unsuccessful candidates
  • Administer background checking processes and set-up new starter folders and files, write and issue conditional offer letters and contracts
  • Schedule interviews (including facilitating travel, hotel and meeting room bookings)
  • Coordinate the new joiner inductions including but not limited to HR, Safeguarding, Fraud etc.

For the employee lifecycle

  • Liaise with oPt CO tram for new assignment/changes letters
  • Update the HR information system (HRIS) and hard copy files in a timely and accurate manner. This includes setting up new starters, leavers, amending personal details, updating contract information, inputting performance ratings, preparing monthly and ad hoc reports.
  • Maintain confidentiality in respect of all candidates’ and employees’ records whether manual or computer maintained and ensure that all records are held securely.
  • Co-ordinate the scheduling and attendance of training workshops
  • Support the registration of staff onto the e-learning platform
  • Maintain personal and professional development to meet the changing demands of the job and participate in appropriate training activities.
  • Collate documents to support HR Manager with monthly payroll processing
  • Provide strong levels of customer service and respond and ensure client HR queries are responded to in a timely manner.

General

  • Other projects as defined by the designate.
  • Be prepared to vary day to day activities and work pattern/hours in humanitarian response situations
  • Comply with Save the Children policies and practice with respect to child safeguarding, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

In order to be successful, you will bring/have:

QUALIFICATIONS, EXPERIENCE AND SKILLS

ESSENTIAL:

  • Educational or work related track record in Business Administration, HR Management or relevant degrees.
  • Part qualified CIPD or willingness to work towards this qualification
  • 4+ years of previous experience of working in a HR administrative role, including recruitment
  • First rate organisational skills with a strong eye for detail and the ability to prioritise effectively whilst working to tight deadlines
  • Strong understanding of the recruitment lifecycle
  • Experience of coordinating onboarding processes
  • An understanding of direct sourcing methods would be an advantage
  • Ideally, experience gained within either an international or NGO environment
  • Some knowledge of the process of agency engagement would be an advantage
  • Ability and confidence to communicate appropriately with people of all levels, both internally and externally
  • Able to work with minimum supervision, using tact and diplomacy.
  • Good verbal/written communication skills and a clear understanding and awareness of HR protocol
  • Flexible and organised approach to handling a varying workload
  • Understands the importance of confidentiality
  • Language proficiency in English and Arabic.

DESIRABLE:

  • Experience of working with NGO
  • Experience in emergency response
