Human Resources Coordinator | Moroccan Red Crescent At International Federation of Red Cross And Red Crescent Societies

Organizational Context

Created by royal decree in 1957, the Moroccan Red Crescent (CRM) is a voluntary relief association, auxiliary to the civil and military authorities, which has 40,000 volunteers throughout the country. As an auxiliary to the public authorities, the CRM supports state bodies while maintaining its neutrality and independence by complying with the principles and values ​​of the International Red Cross and Red Crescent Movement.

The Moroccan Red Crescent is currently implementing a two-year response and recovery plan to support people affected by the Marrakech-Safi earthquake (September 2023). This plan includes aspects of relief (distribution of basic necessities), shelter, water, sanitation and hygiene, community health, first aid and psychosocial support, as well as disaster risk reduction through community-based and participatory approaches.

Job Purpose

The Human Resources Coordinator is responsible for providing specific administrative and technical support in human resources matters to the staff of the Moroccan Red Crescent, particularly in emergency operations, in accordance with the human resources approach of the Red Cross and Red Crescent Movement in the Moroccan context.

He/she is responsible for creating and managing the human resources unit within the Moroccan Red Crescent. He/she also establishes and supports collaboration with employees and volunteers at all levels of the organization, encourages a climate of positivity towards the work of the branches and the National Society.

Job Duties and Responsibilities

1. Human resources management

  • Create and manage the human resources unit within the Moroccan Red Crescent.
  • Support effective personnel management in cooperation with branch presidents and operations coordinators.
  • Ensure that response personnel are deployed as quickly as possible and that rules, regulations, procedures and processes are clearly defined and comply with legal requirements.

2. Recruitment, selection and placement of all national personnel

  • Lead the recruitment, selection and placement process (job offer, interviews and assessment, reference checks, selection, job offer) for nationally recruited staff.
  • Adhere to CRM principles and processes, liaise with National Society branches to contract and fund sponsored candidates where appropriate.
  • Brief staff for start of employment.

3. Systems, processes and procedures

  • Create and maintain HR systems and processes, ensuring they operate efficiently and effectively in support of pre-established objectives and ensuring alignment with country guidelines and policies and compliance with procedures, systems and processes.
  • Maintain monthly pay and related contributions.

4. Training and learning

  • Promote and stimulate the use of the International Federation’s learning platform among staff.
  • Contribute to the development of new online learning activities within the International Federation.

5. HR Administration

  • Facilitate end of employment contract/extension requests and evaluations.
  • Facilitate the end of the delegates’ mission.
  • Contribute to improving briefing and debriefing procedures.
  • Execute staff time management.
  • Contribute to the preparation of accurate and timely human resources reports.
  • Manage employee vacations.

6. Others

  • Perform additional HR tasks as requested by the line manager.
  • Support division managers in any other activity • Follow Moroccan labor law in all processes and procedures
  • Train branch staff and volunteers
  • Actively work towards achieving CRM objectives.
  • Respect and work in accordance with the principles of the Red Cross and Red Crescent.
  • Perform any other work-related duties and responsibilities that may be assigned by the supervisor.

Education

  • Relevant university degree – Required.
  • Master’s degree in Human Resources Management – Required.
  • Relevant training provided by the CRM (first aid or other relevant training, etc.), or prepared to do so within the first months of engagement – Required.

Experience

  • 3-5 years Human Resources Management – Required.
  • 3 years of experience in workforce planning, training and plan development, reward systems and labor relations – Required.
  • 3 years working for a humanitarian aid organization in a developing country – Preferred.
  • Experience as a volunteer with the Red Cross and Red Crescent Movement – Preferred.
  • Familiarity with current standards and guidelines for emergency humanitarian response – Required.
  • Humanitarian professional experience in disaster management, including field experience – Preferred.
  • Experience in training facilitation – Preferred.

Knowledge, Skills and Languages

  • Knowledge and adherence to the principles and values ​​of the RCRC movement – Required.
  • Proficiency in common computer tools such as Microsoft Office, and multimedia tools – Preferred.
  • Possession of a valid driver’s license – Required.
  • Excellent communication skills – Required.
  • Good analytical skills and solution-oriented person – Required.
  • Excellent stress management skills – Required.
  • Ability to report on complex situations, while respecting the dignity of those involved – Required.
  • Ability to work well in a multicultural team – Required.

Compensation and benefits

Remuneration between 10,000 and 13,000 MAD/month as gross and according to the candidate’s experience. The candidate will benefit from all the advantages required by Moroccan labor law.
