Action Against Hunger is an international, non-governmental, apolitical, non-denominational and non-profit humanitarian organization. Founded in 1979 to intervene worldwide, its mission is to fight hunger, poverty and dangerous situations threatening men, women and children. Currently, 500 collaborators and more than 5,000 employees work for Action Against Hunger in more than forty-six countries, and in four areas of action: health / nutrition, food security and livelihoods, water / sanitation and advocacy.
We have been present in Niger since 1997 and we currently operate in the regions of Diffa, Maradi and Tahoua with a Coordination office in Niamey.
General objective:
Actively participate in defining the mission’s Human Resources policies and coordinate its implementation and deployment across the entire mission in order to provide the best support to programs in compliance with Nigerian laws, the ACF HR strategy and in respect and development of employees.

OBJECTIVES AND SPECIFIC TASKS:
Objective 1: Contribute to the definition of the mission strategy
- Develop the mission’s Human Resources strategy
- Adapting ACF’s HR policy to the mission strategy
- Implement the mission’s HR procedures and monitor their application
- Disseminate Human Resources information to other departments
- Develop the Human Resources sections of donor proposals and reports on time in collaboration with the mission’s Administrative Coordinator
Objective 2: Guarantee the recruitment and training of all employees and promote career management
- Establish transparent processes for recruitment, access to training, promotion and internal mobility in compliance with legality and ACF rules.
- Mobilize all necessary means to find the right profiles for vacant positions
- Conduct an analysis of the capacities available in Niger in terms of technical and management skills. Ensure that the profiles required for the mission can be found/recruited in the country.
- Providing employees with the means to acquire the skills necessary to perform their jobs
- Ensure that all employees benefit from quality formalized annual performance review(s) according to the planned schedule
Objective 3: Ensure the consistency of work organization and define the remuneration policy
- Ensure the consistency of organizational charts and compliance with ACF position classification
- Guarantee fair remuneration, adapted to the cost of living, for national employees
- Review the definition of existing bonuses and adapt them according to the changing context
- Develop an HR manual (rules, tools, compensation and benefits) for the mission in Niger based on the HR Tool kit.
Objective 4: Supervise personnel administration and payroll
- Define and implement administrative and payroll procedures that guarantee compliance with social legislation and ACF and lessor rules
- Ensure the quality of personnel and payroll management tools, reliability and availability of data
- Respect ACF’s contractual commitments to its employees
Objective 5: Implement collective rules and communicate internally
- Implement and maintain up to date the ACF rules (internal regulations and agreement on social status) adapted to the context of the mission and local legislation
- Inform national employees via staff representative bodies in accordance with social legislation
- Ensure that all employees are properly informed and trained on the ACF charter and collective rules (Internal Regulations and Agreement on Social Status) and that they accept and respect the same.
- Coordinate internal communication on general and HR topics
Objective 6: Supervise and support the Human Resources team
- Supervise your team (animation, monitoring, training, motivation, evaluation, etc.)
Do you match the profile we are looking for?
Training: Bac + 5 in Human Resources management, law or administrative management
Specific technical knowledge:
- Recruitment and selection
- People management
- HR Administration
- Staff development
Experience (years): More than 5 years of experience in HR management
Knowledge of the humanitarian sector: An asset
Knowledge of the organization: Knowledge of Action Against Hunger’s areas of intervention and standard documents
Languages: French, English, Spanish
Information systems: Office Pack, Outlook, PADS and NHF
Mobility (national/international): Regular travel to bases, within the country. Occasional travel abroad

Our compensation package:
We offer immediate incorporation into a dynamic organization of international scope, with the following contractual conditions:
- Fixed-term employment contract;
- Base: Niamey, Niger;
- Salary: Very competitive in accordance with the Action Against Hunger Spain salary scale, which takes into account the candidate’s experience;
- Expatriate insurance (health, life, repatriation, travel, etc.);
- Break tickets in a defined area, break per diem €215;
- Return flight ticket for annual leave;
- Accommodation and lodging costs covered in accordance with the organization’s policy;
- Travel expenses covered by the organization;
- 25 working days of paid leave per year.
