Human Resources Generalist At Jesuit Refugee Service

In order to build a pool of talent for its operations in the West Africa and Great Lakes region, JRS is nominating the region-wide Human Resources Generalist profile.
As a reminder, the JRS West Africa and Great Lakes region includes the following countries: Democratic Republic of Congo ( DRC ), Central African Republic ( RCA ), Chad, Cameroon and Nigeria.
This position is open to any candidate with the profile sought regardless of their status or nationality.
The advantages and conditions proposed for each position will be communicated to the successful candidates during the interviews. The salaries will be aligned with the JRS salary grid.

DESCRIPTION OF THE HUMAN RESOURCES GENERALIST

Main responsibilities :

Under the responsibility of the Director, the Generalist of Human Resources proposes and implements the human resources management policies of the JRS.
General objective of the position :
Guarantee efficient and effective management of local and expatriate JRS staff.

The main tasks related to the expected results

The recruitment and dismissal policy

  • Carry out fair and efficient recruitment which promotes the hiring of the most suitable staff for the positions to be filled. ( Publication of positions, selection of files, Integration of the new employee ) ;
  • Organize and participate in the interviews, and prepare summary reports on the results to facilitate the decision of a possible engagement to the test ;
  • Control all CVs, cover letters, references, salary scales, contracts, including rentals, services, agreements, with a view of the interests of the JRS ;
  • Accompany staff, including the completion of continuous quarterly, semi-annual, annual performance reviews ;
  • Determine future personnel needs with the projects concerned ;
  • Write or update documents intended for human resources ( Work contract, Internship contract, volunteer or partnership contract, job descriptions, evaluation mechanisms, code of conduct etc. );
  • Ensure the signing and termination of contracts ;
  • Establish and apply — in collaboration with the Project Directors — human resources management policies, standards and procedures for the entire JRS ( hiring, training, salary scale, performance evaluations, dismissals, etc. ) ;
  • Set up and monitor the social personnel policy ( Health insurance, subscription to the CNPS / CNSS ) ;
  • Ensure the description of the ( framework and non-managerial functions ) ;
  • Planning of local staff leave ( annual or sickness ) and ensuring the replacement / establishment of a holiday workbook.

Wage policy

  • Participate in the implementation of the new salary grid for national staffs;
  • Ensure the monitoring of the salary policy so that wages are distributed fairly and equitably among employees ;
  • Propose and ensure the implementation of bonus systems, transport compensation, housing … etc .

Internal and external communication

  • Be the focal point of all staff members and external partners ;
  • Represent JRS in certain negotiations at the request or delegation of the Director ;
  • Manage disputes between employees and between employer and employees within the JRS ;
  • Plan and facilitate staff meetings ;
  • Create and maintain permanent contact with labor inspectors to ensure that HR practices and decisions are in line with Chad law ;
  • Participate in the development of the JRS plan, a strategic plan with its annual, semi-annual workplans and their corresponding budgets.

Working conditions

  • Determine the present and future needs of the personnel and the various projects ;
  • Ensure the implementation of activities or measures aimed at the well-being of personnel;
  • Ensure compliance with timetables and the organization of the office, the application of labor laws and health and safety rules ;
  • Research and ensure the good social climate of the staff ;
  • Determine the personnel needs, in collaboration with the various project directors ;
  • Ensure and implement staff health and safety policies ;

Training

  • Supervising training plans: Monitoring the program, results, difficulties.
  • Supervise the evaluation of the staff for their better functioning.

Qualifications and Experience

  • Minimum a license in human resources or in a similar field ( organizational development, business administration, etc. ) or have specific training or a certificate in human resources management ;
  • At least 3 years of professional experience in a non-profit and / or international organization ;
  • Good knowledge and experience in labor law, remuneration, administration of social benefits, relations with employees, security, training and provisional management of staff skills ;
  • An earlier experience with a religious NGO is an important asset ;
  • Good understanding of humanitarian activities and international development ;
  • A high degree of discretion, tact and confidentiality in the treatment of internal and external employees and stakeholders ;
  • Ability to work independently with a minimum of supervision ;
  • Excellent interpersonal, listening and communication skills ;
  • Mastery of IT tools, including Excel and familiarity specific software for human resources ;
  • Good organizational capacity and ability to perform multiple tasks in addition to daily activities;
  • Good analytical skills and good judgment ;
  • Previous experience in multicultural environments.

Languages

  • Mandatory mastery of French and English orally and in writing.

Leadership behaviors

  • Ability to positively influence others and to reconcile differences ;
  • Ability to work in international contexts and with various departments to implement human resources policies ;
  • Great adaptability in the management of several urgent and simultaneously and even urgent files.
