USAID Harena Activity

Position Title: Human Resources (HR) Manager

Period of Performance: 2024 – 2029 (End of Project)

Place of Performance: Antananarivo, Madagascar

BACKGROUND

The five-year (2024-2029) USAID Madagascar HARENA Activity will use a multisectoral systems approach to reduce threats to biodiversity and forests, improve conservation, and build resilience to climate change; develop sustainable, economic opportunities for the poor; and improve environmental governance. Working across local economic and social systems, the Activity will address the root causes of poverty and food insecurity that drive communities in Madagascar to rely on areas of high biodiversity for their basic needs. To do so, the Activity will work through three key areas of interventions: 1) natural resource and protected area (PA) management, and biodiversity and forest conservation (nature); 2) improved, climate-resilient livelihoods and private sector engagement for enhanced human wellbeing and socioeconomic outcomes (wealth); and 3) natural resource/PA governance (power). Focused in three geographic zones with high biodiversity value and high land-based climate change mitigation potential, HARENA will implement five strategic approaches to achieve key results:

  • Strategic Approach 1: Improve sustainable management of natural resources with a focus on biodiversity, land, forests, and protected areas (PA);
  • Strategic Approach 2: Promote sustainable and climate-resilient, market-led diversified agriculture-based livelihoods, including complementary natural resource products (such as tree crops) to improve livelihoods and ecosystems services;
  • Strategic Approach 3: Improve national, regional, and local-level governance, advocacy, and anti-corruption efforts around natural resource, land, and water management;
  • Strategic Approach 4: Increase local resilience to prepare for and adapt to climate change and other shocks; and
  • Strategic Approach 5: Strengthen land use management through spatial planning at the communal level and secure land rights through the effective implementation of the land tenure policy.

POSITION DESCRIPTION

The Human Resources (HR) Manager supports the project team in all activities related to Human Resources according to DAI’s policies and procedures and USAID requirements. S/he supports DAI recruitment, staffing, and the onboarding process. Furthermore, the HR Manager maintains employee records and ensures all personnel files are complete and up to date. S/he provides guidance and support to employees on HR-related matters, including benefits, leave management, and performance evaluations.

KEY DUTIES AND RESPONSIBILITIES

  • Identify qualified candidates, invite and encourage prospective candidates for employment. Screen candidate in collaboration with the hiring unit, short-list the ideal candidates; participate in interview, and make hiring recommendations; inform short-listed candidates for test/interviews and the final result; notify applicants of results of selection process and prepare job offers; check references and suitability of applicants before making the offer; discuss recruitment policies with superiors to ensure effectiveness of selection techniques and recruitment programs; ensure transparency and bias free recruitment process.
  • Ensure recruitment is compliant with the DAI policies and procedures as well as USAID requirements and Malagasy laws.
  • Proactively ensure gender equity and social inclusion in recruitment processes and find creative ways to ensure that the HARENA team of professionals is diverse and inclusive.
  • Provide applicants and new hires with information about the job including hours and pay, tasks, responsibilities and working conditions.
  • Plan and deliver training sessions with regards to human resources, including travel to regional offices for training if necessary.
  • Conducting orientation sessions for new employees to familiarize them with the DAI’s policies, procedures, and culture.
  • Establish calendar and process for completing annual and probationary employee performance evaluations. Train supervisors charged with conducting evaluations of staff members in their units and monitoring compliance with the process. Track and notify managers when annual appraisals are due – managing any resulting staffing change requests and contract amendments – ensuring that policies and procedures are followed according to the Personnel & Policy Manual.
  • Establish and maintain a database of all employee contracts with dates of contract start, termination and dates and information on starting salary and increases; coordinate and supervise preparation of employment agreements for all the Project´s staff.
  • Assist in updating personnel and policy manual, review and/or advice on policy change, dissemination, and implementation of new policies from HO or management.
  • Ensure all documentation is provided to departing staff including exit orientation, return of all project properties to relevant departments; assist in drafting termination letters (when needed) and orient departing employees on benefits they are entitled to.
  • Enter HR data into Technical & Administrative Information System (TAMIS) and generate required reports.
  • Ensure accurate recording of office personnel and pay records, including, but not limited to, leave taken and available, and advise the Finance and Operations Director of the status of such issues on a monthly basis.
  • Supervise/Manage maintenance of all staff timesheets, prepare monthly timesheet report to finance including leaves taken, changes in status, increases or transfers for the payroll.
  • Establish and maintain system for personnel files (Antananarivo, Eastern Zone, Western Zone, and Northern Zone offices).
  • Establish and maintain a complete set of Organizational Charts, update and distribute them regularly to key staff within the project.
  • Organize team building activities with the staff to promote teamwork, and other types of activities that promote a cordial and results-oriented work environment.
  • Support a strong team spirit and “one team” ethos of the HARENA team in Antananarivo, Northern Zone, Eastern Zone, and Western Zone offices and uphold DAI’s diversity, inclusion, and accessibility principles
  • Manage all closeout related duties for Human Resources throughout final project closedown.
  • Understand DAI and USAID rules, regulations, processes, and systems for compliant project implementation
  • Ensure safeguarding of staff and a strict zero tolerance policy towards corruption and unethical behavior
  • Uphold DAI ethics and values ​​in all aspects of the job
  • Perform other related duties as required.

REPORTING:

The HR Manager will report to the Finance and Operations Director.

QUALIFICATIONS

  • Bachelor’s Degree in HR, business administration, or related field.
  • At least 9 years of progressive professional experience in HR and related functions.
  • Experience leading HR departments and supervising relevant staff.
  • Professional knowledge of and experience managing HR processes, procedures, and documentation.
  • Familiarity with USAID rules and regulations regarding human resources, compensation, and recruitment is required.
  • Ability to address HR challenges and project staff needs.
  • Excellent communications and personnel management skills and ability to relate to people at all levels of an organization.
  • Well organized and self-directed with strong technical skills, analytical ability, good judgment, and operational focus.
  • Professional-level oral and written fluency in English, French and Malagasy is required.

JOB DESCRIPTION

The Human Resources (HR) Manager supports the project team in all Human Resources-related activities in accordance with DAI policies and procedures and USAID requirements. He/She supports DAI recruitment, staffing and the onboarding process. Additionally, the HR Manager maintains employee files and ensures that all personnel files are complete and up to date. He/She provides advice and support to employees on HR-related matters, including benefits, leave management and performance reviews.

MAIN TASKS AND RESPONSIBILITIES

  • Identify qualified candidates, invite and encourage potential candidates to apply. Select candidates in collaboration with the recruitment unit, establish a list of ideal shortlisted candidates; participate in interviews and make hiring recommendations; inform the shortlisted candidates for the tests/interviews and the final result; notify candidates of the results of the selection process and prepare job offers; check the references and suitability of candidates before making the offer; discuss recruitment policies with superiors to ensure the effectiveness of selection techniques and recruitment programs; guarantee a transparent and bias-free recruitment process.
  • Ensure recruitment complies with DAI policies and procedures as well as USAID requirements and Malagasy laws.

  • Assist in updating the personnel and policy manual, review and/or advise on policy change, dissemination and implementation of new headquarters or management policies.
  • Ensure all documentation is provided to departing personnel, including exit orientation, return of all project properties to relevant departments; assist in drafting termination letters (if necessary) and advise departing employees on the benefits to which they are entitled.
  • Enter HR data into the DAI Technical and Administrative Information System (TAMIS) and generate the required reports.
