Bioforce is looking for a Human Resources Officer for its center based in Dakar (Senegal).
THE POST.
Context
Bioforce is looking for a Human Resources Officer for its Africa entity located in Dakar (Senegal).
You contribute to the good management of human resources at Bioforce Afrique.
Highlights of this position? Varied activities to strengthen the capacities of those involved in responding to humanitarian crises, numerous human contacts, all in an international, stimulating and value-based environment.
Activities
Reporting to the Support Functions Manager, your missions will be to:
Ensure administrative management of personnel and payroll management
- Ensure the integration of new employees and organize their arrival (coordination with the manager/logistics)
- Carry out HR briefings when hiring employees
- Establish employment contracts (fixed-term, permanent, internship), amendments, and monitor them (trial periods, end of contract)
- Make registrations (and withdrawals) to mutual insurance and social organizations
- Manage relations with social and tax organizations and make regulatory declarations and payments
- Update and monitor personnel files: (filing, sharepoint archiving)
- Organize the integration schedules of new employees
- Respond to HR requests from employees: CP, recovery, time sheets, Eurécia update, etc.
- Develop HR reporting
- Establish annual social reports
- Establish indicators (Gender,)
- Participate in the preparation of the HR committee
- Prepare monthly payroll for validation
- Prepare transfer orders for salary payments
- Participate in legal monitoring in social law and ensure the correct application of current legislation.
Participate in the staff recruitment process
- Analyze recruitment needs with the manager and write the corresponding job offers
- Publish job offers on identified job boards and monitor them
- Ensure the pre-selection of applications
- Conduct telephone interviews and write reports
- Participate in physical interviews and prepare a summary of the interviews
- Complete the responses to the candidates.
Implement Bioforce’s training policy
- Collect and analyze training needs
- Participate in setting up Bioforce’s skills development plan
- Implement and monitor the skills development plan
- Organize the various training sessions at the administrative and logistical level
- Establish annual training reports.
Participate in the administrative management of service providers
- Ensure monitoring of contracts with various suppliers and service providers
- Participate in the development and updating of administrative procedures
- Monitor partner organizations (social, tax) and make regulatory declarations and payments
- Establish annual social and tax reports
- Support the head of support functions in legal, social and tax monitoring to ensure compliance with the regulatory framework.
DESIRED PROFILE.
Knowledge & Experience
You have at least 2 years of successful initial experience in a general HR position, particularly in recruitment, training and personnel administration.
You have knowledge of labor law.
You have a good command of office tools (Word, Excel) and HRIS; Payroll software (Homère, Eurécia).
Knowledge of humanitarian professions would be highly appreciated.
Fluency in English (written and oral) would be appreciated.
Formation
You have a Bachelor’s / Master’s 1 level in human resources management and / or social law.
Qualities
You are organized, rigorous, autonomous, responsive and adaptable. You have good interpersonal skills and know how to be discreet.
