Danish Refugee Council (DRC) is a leading protection agency with a mandate to protect, advocate and promote durable solutions for displacement affected populations.
DRC has been operating in Ukraine since 2014 and is implementing lifesaving assistance and emergency response to people affected by the war. DRC is currently employing around 800 national staff and around 55 international staff in Ukraine.

Your main duties and responsibilities will be:
Leadership and Team Management
- Lead and inspire the Human Resources team (comprise of 10 HR colleagues at Country Office), overseeing people planning, performance, well-being, and development initiatives.
- Provide technical support, advice, and capacity building to enhance the team’s skills and capabilities at Country Office level as well as Areas and sub-offices level.
- Advise and assist managers on various HR-related issues, ensuring smooth operations across the organization.
Recruitment, Development, and People Planning
- Drive recruitment and selection activities, ensuring compliance with the recruitment process and promoting new staff retention strategies.
- Facilitate a seamless onboarding process for new employees and maintain consistency in position titles and grades across all locations.
- Support staff development initiatives, recommending and approving Learning & Development opportunities for employees through our Learning Catalogue.
Performance, Well-being, and Compensation & Benefits
- Manage performance counselling, employee grievances, and disciplinary issues, focusing on building manager competency and maintaining proper documentation.
- Lead the performance management process and act as a mediator in disciplinary procedures, ensuring fairness and compliance with legal regulations.
- Drive people well-being initiatives, fostering a supportive and inclusive work environment.
- Define and review the salary structure in collaboration with the Head of Support Services and the Country Director, coordinating the annual compensation review process and adjustments.
Payroll Management
- Oversee the accurate and timely processing of Staff Payroll, ensuring compliance with legal requirements and organizational policies.
- Guide and support HR staff in the collection, verification, and reporting of payroll data, while also managing communication with other stakeholders
- Ensure that all calculations and deductions are accurate and that any errors are promptly identified and corrected
Human Resources Policies and Support
- Ensure all policies are current and aligned with organizational values. Develop any other HR policies according to the organizational needs.
- Proactively drive continuous process improvement in HR practices, enhancing the quality and efficiency of our services.
About you
To be successful in this role we expect you to have at least 5 years’ experience in HR field, of which at least 2 years in a senior Human Resources management role within an NGO and at least 3 years’ experience with people management. Moreover, we also expect the following:
Required
- Proven leadership skills and a competence in people management.
- Demonstrated understanding and working knowledge/experience of Human Resources Management principles, concepts & processes.
- Excellent skills in handling and advising on complex people management issues.
- Experience in developing Human Resources strategies and policies and driving implementation.
- Experience using an online system for recruitments.
- Experience with large organization (500+ employees)
- Full professional proficiency in English.
Desirable
- Experience working in Ukraine.
- Capacity to speak and write in Ukrainian.
