Human Resources Manager At Forgotten Parks

Context of the Upemba National Park

Upemba National Park (UNP), protected by law since 1939, is one of the oldest parks in Africa. The park is linked to Kundelungu National Park and a number of game reserves, together forming a huge mosaic of protected areas. Upemba has a high diversity of habitats, including a complete transitional gradient from highland steppe through Miombo forest to woodland and grass savannah. There are many rivers, waterfalls, wetlands and gallery forests. The Lufira River and Lake Upemba, both located within the park boundaries, form a key watershed for the region as well as the source of the mighty Congo River. The Congolese Wildlife Authority (ICCN) has signed a public-private partnership with the Forgotten Parks Foundation (FPF) delegating management responsibility to the Foundation for the next 15 years. Under this agreement, Forgotten Parks is responsible for the management, monitoring and protection of the park, as well as the development of sustainable financing mechanisms to meet ongoing management costs.

Description:

The Human Resources manager is responsible for coordinating, developing and managing the entire administrative part of the staff of the Upemba National Park, for planning the increase in staff numbers, but also for providing all his knowledge to operational staff. Working alongside the park manager, the HR manager is responsible for recruitment to personnel management. He/she implements the internal policy of FP/ICCN.

He/she will have good skills in psychology and labor law, capable of managing social dialogue and prioritizing several priorities and upcoming deadlines. He/she will do so by adhering to the FP/ICCN code of conduct and standard operating procedures. As an employee of FP/ICCN, he/she will uphold the values and operating principles of the organization and maintain professional work etiquette at all times. He/she will report to the Park Director.

Main responsibilities

  • Strategic Management of HR departments (UNP and FP Asbl)
  • Management of external partners (CNSS, INPP, ONEM, DGI, Hospitals etc.)
  • Management of medical cases and the Lusinga Health Unit
  • Psychological Management of Upemba agents
  • Secretary of UNP Management Committee
  • Advise UNP management

Main activities :

Strategic Management of HR departments

  • Review of management policies as a whole
  • Drafting of missing HR/SOPS policies
  • Monitoring the implementation of ROI and HR policies
  • Recruitment of new talents,
  • Registration of agents with the Congolese state and monitoring of each file
  • Crisis Management
  • Complaint Management
  • Disciplinary management
  • Support to different departments on overall HR management at UNP and in FP Asbl
  • Management of public relations between ICCN general management and FP (Everything relating to the human resources of the park)
  • Assessment of agent skills and organization of training and professional growth opportunities for each Upemba staff
  • Revision and correction of any other contract from other departments according to any activity linking FP Asbl to a third party.
  • Preparation and creation of HR tools in the context of nature conservation
  • Drafting of any HR document (JD, employment contract, service contract, consultancy contract, collaboration contract, conventions, Bulletins, Reports, Payroll , etc.)

Psychological management of agents

  • Organization of consultation sessions
  • Listen, analyze and produce solutions/assistance
  • Anticipate agent behavior and provide managerial assistance to each case presented
  • Organization of meetings by departments for study and psychological management of each agent and performance evaluation based on the psychological aspect.

Requirements:

  • Minimum 5 years in a similar position in an environment in the DRC
  • Experience in recruitment, individual support (RPS, career management) and collective (change support)
  • Training: human resources management or social law
  • Leadership, people management and team building skills;
  • Strong communication skills and ability to work with diverse cultures;
  • Experience in strategic planning and performance evaluation system;
  • Ability to encourage consensus, coalition building and contribute to Upemba’s strategic directions;
  • Fluency in spoken and written French and English;
  • Good report writing skills and ability to write detailed and accurate reports with clarity, conciseness and timeliness;
  • Able to self-manage and understand priorities;
  • Good team player with a collaborative spirit;
  • Experience living and working in austere environments or experience working in national parks.
