Médecins Sans Frontières, an international humanitarian medical association created in 1971, provides medical assistance to populations whose lives are threatened: mainly in the event of armed conflicts, but also epidemics, pandemics, natural disasters or even exclusion from care. The French section is present in around thirty countries.
We are looking for a Human Resources Manager Cell 2 – 9-month fixed-term contract – Libya, France and CAR – M/F
Context:
Cell 2 manages projects located in the Central African Republic (CAR), Libya, and France. This concerns two quite distinct issues and areas of work: conflict zones/health deserts and migration/exclusion.
In CAR, there are three pillars of intervention:
- Maintain a presence and continuity of activities despite a sometimes complicated security context,
- Work and progress on numerous substantive medical files concerning our ability to access beneficiaries and ensure a certain level of care coverage (preventive approaches, late arrivals, isolated/displaced populations, victims of violence, community participation, etc.); as well as our ability to provide quality care with major challenges, particularly around hospital management, pediatrics, adult medicine, surgery,
- Optimize resources: this involves both working better and controlling the growth of our missions through cross-pooling, good understanding of aid actors and other donors and the search for complementarity.
The cross-cutting HR/OP issues in these countries relate to the management of significant volumes of both national and international staff, the (in-)availability of diverse and varied skills, and the significant need to revitalize (para)medical sectors. and training.
In Libya and France (migration and exclusion), there are two main pillars of intervention:
- Develop multidisciplinarity centered on migrants, who indeed have needs that must be covered in a holistic manner: medical, protection, social and legal. It is about helping to restore the dignity of people who find themselves in difficult situations (on the street, in detention, victims of trafficking and torture, mobile and excluded).
- Contribute to a change in policy and the improvement of practices (advocacy, testimony) particularly for France concerning unaccompanied minors and in Libya in terms of access to protection and humanitarian evacuations.
The cross-cutting HR/OP issues in these countries relate to the different nature of operations requiring the development of expertise not often present at MSF (protection, legal, social), the legal and administrative complexity of the countries, remote work for Libya and finally on the burdensome and frustrating nature of intervention towards populations that it is particularly complex to help.
The cell is made up of 9 people. The budget allocated to the unit’s missions amounts to 30 million euros (excluding emergencies) and the OCP teams are made up of around 1,300 employees including nearly 160 international volunteers.
Responsibilities:
Under the hierarchical responsibility of the HR Coordinator of cell 2 and under the functional responsibility of the operational HR manager, you contribute to the good management of human resources (consistency and quality) of the cell’s countries.
Your main activities, as a member of the cell HR team, are as follows:
National and International Human Resources Management:
- Advises and guides the functional managers of the unit and the country coordinators on HR policies, procedures and tools, in conjunction with the POT team,
- Participates in the implementation and monitoring of the implementation of the new HRIS (LIGO) in connection with the “Matching Direct” system in collaboration with the coordination teams and Pool Managers, updates the connection documents in MyMSF/Sharepoint,
- Ensures the management of the departure and return of international staff in conjunction with HR Managers and Departure Managers,
- Carries out volunteer briefings/debriefings and ensures that staff assessments are carried out and archived in the dedicated tools (LIGO and Homere),
- Ensures the regular completion of a Homer quick audit on missions and the implementation of the various recommendations with field coordinators,
- Participates in the definition and planning of mission team compositions (coordination and projects),
- Advises and guides mission teams (CoRh) on secondment plans with the support of functional managers.
Implementation, adjustment and compliance with HR policies and procedures:
- Guarantees the dissemination and appropriation of HR policies and procedures by the missions, participates in their simplification,
- Develops, adapts and implements HR policies and procedures by the missions (RI, HR Guide, Benchmark),
- Works on certain specific files by delegation from the CoRH cell (Working time file).
Reflection, Definition and Supervision of HR issues Operations of the missions:
- Participates in the definition and implementation of RHOPE strategies for missions,
- Participates in defining the objectives of the unit’s country programs,
- Gets involved in the cell’s cross-functional projects,
- Guarantees the reporting of information necessary for managing HR activity,
- Supports CoRH in the monitoring, analysis and HR reporting of the unit,
- Analyzes country-specific HR issues and shares them with the CoRH cell,
- Participates in the development of mission HR budgets and revised ones,
- Regularly carries out support visits to the cell’s missions.
As a member of the OP HR team:
- Participates in leading training for HR teams,
- Participates in thematic working groups intended to implement the action plan of the HR OP department.
May be required to act as interim CoRH cell if necessary.
Required profile :
Training/Experience:
- You have at least 2 years of field experience (MSF or other humanitarian NGO) in an HR function,
- You have knowledge of MSF, its organization, its tools and its terrain,
- You are interested in HR professions and you have experience in this field,
- Experience at OCP headquarters is an asset,
- Experience in an operational position is an asset,
- Training experience is an asset.

Status: 9-month fixed-term contract position based in Paris. Executive, full time.
Terms :
€49.48 gross annually over 13 months.
22 days of RTT per year. Supplementary health care 100% covered by Médecins Sans Frontières. Restaurant vouchers with a face value of €11 (60% covered by Médecins Sans Frontières). 50% coverage of public transport fare.
