Human Resources Manager – Central African Republic (CAR) At Water for Good

The primary responsibility of this position is to plan, organize and control human resources and general administrative operations in relation to Water for Good RCA programs, and to ensure that legal obligations relating to the existence of organization and human resources are respected.

Responsibilities and tasks:

Human ressources

  • Ensure that human resources policy and procedures are in place and implemented by program offices.
  • Address and implement leadership development and performance management initiatives to establish a high performance culture.
  • Ensure the right systems and processes are in place for recruitment, orientation and induction, compensation and benefits management, performance management and staff development.
  • Ensure that Water for Good’s RCA program remains compliant with all state labor laws.
  • Support for the revision of the salary and benefits structure at the national level, based on the standard framework.
  • Ensure the establishment of a comprehensive database system in country offices to effectively manage staff updates for use by the program and country offices on all occasions and especially for emergency scenarios .
  • Develop and implement the organization’s human resources policies and procedures, consistent with organizational priorities and requirements, as well as country-specific laws and regulations.
  • Manage recruitment and selection processes; identify recruitment needs and advise on the best approaches; conduct interviews; verify candidate documents; prepare staff employment contracts; coordinate the orientation of new staff to Water for Good operations, as well as support staff exit and handover of documents.
  • Design and implement appropriate performance appraisal systems, manage and advise on their implementation, analyze results for staff improvement and training purposes.
  • Assist managers and supervisors in ensuring that human resources management is carried out correctly.
  • Support line managers in change management, team building and problem resolution, and identify key HR issues for management attention.
  • Train staff on human resources policies and guidelines.
  • Ensure that contracts related to human resources (insurance, health services, bonuses, etc.) are accurate and renewed.
  • Ensure compliance with legislation in the context of human resources management; personnel files, pay slips and leave records are kept up to date and in order in accordance with legal requirements.
  • Support and supervise discipline and grievance matters, employee relations and labor relations.

Logistics administration and management

Support the National Director in monitoring and ensuring that legal obligations of international NGOs in the Central African Republic are fulfilled on time (NGO certificate, NGO permit, submission of annual reports to legal entities, human resources audits, memorandums of understanding with supervisory ministries and districts, compliance with labor law, etc.)

Supervision and team management

  • Be responsible for the Human Resources and Administration department and provide technical supervision of all Human Resources and Administration staff in country offices and program offices.
  • Ensure that participatory evaluations are carried out for staff in the human resources and administration department.
  • Develop mechanisms to ensure regular communication and planning of priorities among program team staff.

Professional experience and qualifications:

Qualifications required:

  • Passionate about Water for Good’s mission to serve vulnerable communities and children and end the global water crisis.
  • Applicants must be fluent in English and French.
  • Bachelor’s degree in human resources management or business administration (HR option) or public administration, combined with solid professional experience. Master’s degree preferred.
  • At least 8 years of experience in the field of human resources and administrative tasks, including 4 years in a management position.
  • Experience working in a humanitarian or development context is an asset.
  • Experience and ability to write concise and effective policies.
  • Experience in store and fleet management.
  • Strong ICT skills, particularly with regard to Microsoft Office applications (MS Word, Excel, PowerPoint).

Desired qualification: Mastery of Sango is an asset
