Chemonics seeks a human resources manager for the anticipated USAID Bureau of humanitarian Assistance (BHA) funded LAC Regional Disaster Assistance Program (RDAP). The human resources manager will work as a full-time staff member, which will develop, coordinate, and manage training and disaster and emergency response and management exercise activities within RDAP. Individuals with experience working with BHA on disaster management and response programming are highly encouraged to apply. This program is in the proposal stage and the position is contingent upon the future solicitation and USAID’s award decision for the new program. Preferred location for this role is San Jose, Costa Rica, with expected frequent travel to other countries in the region, depending on project needs. Principal Duties and Responsibilities:
- Oversees recruitment, compensation, training, organizational development, and relevant international labor laws for the project in the countries where we operate
- Coordinate management and support 400+ person roster of emergency management surge support professionals, in concert with technical staff and project leadership
- Develop, facilitate, and maintain structured and rigorous performance evaluation and professional development processes and procedures
- Liaises regularly with project leadership to ensure that Chemonics’ policies and procedures are followed.
- Ensures that project HR standards are maintained
- Provides HR support in the field and advises on HR initiatives, standardization of project salaries, employment agreements, and local labor laws
- Coach, train, and mentor staff with the aim of strengthening their technical capacity, exchanging knowledge within the team and providing professional development and guidance
- Provide constructive feedback and counsel on appropriate career paths and professional development
- Promote and monitor staff care and well-being; approve and manage all leave requests to ensure adequate coverage

- Minimum 5 years of recruitment and/or technically relevant work experience. Bachelor’s degree or equivalent work experience
- Native Spanish and professionally proficient English are required
- Knowledge of company’s main client, USAID, and its operations preferred
- Experience living or working in developing countries preferred
- Demonstrated ability to communicate clearly and concisely both orally and in writing, and lead presentations, training courses, and effective meetings
- Strong knowledge of MS Office application.
- Ability to work both independently and as part of a team
- Demonstrated integrity, independent thinking, judgment, and respect for others
