Project Background

The purpose of Justicia Efectiva Contra la Criminalidad y Corrupción (JECCC) activity is to reduce impunity, criminality, and corruption in Honduras by advancing an effective criminal justice system that upholds independence and integrity while increasing state legitimacy, civil society oversight, and citizen support for the rule of law. The Activity is expected to work within the criminal justice system to address targeted crimes through work with civil society organizations, the private sector, the international community, and academia, among others. USAID JECCC aims to contribute to Development Objective 2 and Development Objective 3 of USAID’s Country Development Cooperation Strategy (2020-2025) namely, “Democratic governance to meet citizens’ needs enhanced to reduce irregular migration,” and “Justice and security improved to reduce irregular migration.”

The Justicia Efectiva Contra la Criminalidad y Corrupción (JECCC) Activity will focus on the following four objectives:

  1. Strengthen the effectiveness of criminal justice institutions
  2. Improve access to equitable criminal justice services by state and non-state actors
  3. Enhance public trust of the criminal justice sector by strengthening civil society oversight
  4. Marshal coordination among criminal justice stakeholders

Position Description

The HR/Office Manager will oversee human resources and manage office facilities for the Honduras JECCC project. S/he will ensure efficient management of the operational aspects of the project, as well as oversee compliance with contractual requirements, DAI policies, USAID regulations and Honduran law. S/he will supervise the operations staff and oversee the vehicle fleet, project office and project assets. S/he will ensure smooth communication with staff as well as prompt resolution of any staff queries. S/he will ensure compliant,DAI Global effective personnel recruitment and retention. S/he will ensure the implementation of HR policies/processes, as well as maintenance of up-to-date HR files. S/he will ensure the project’s operational policies and procedures are up to date and coordinate required revisions with the DO.

Key Duties and Responsibilities

  • Human Resources
    • Oversee human resources operations on the project, including recruitment, hiring, employee on‐boarding, staff orientation, performance reviews, and disciplinary action in compliance with USAID rules and regulations, DAI policies, and local labor laws and in coordination with the project DO and COP
    • Manage recruitment and the hiring process including the advertising of vacancies, shortlisting of resumes, scheduling and observing interviews, collection of required documents, reference checks, and salary history verification
    • Coordinate and supervise the preparation of employment agreements for staff
    • Train supervisors charged with conducting evaluations of staff members in their units and monitor compliance with the process, as applicable
    • Mitigate and resolve human resource conflicts and issues, seeking assistance and guidance from the DO or other senior staff members as needed
    • Develop and oversee the Human Resources Management section of the Honduras JECCC Field Operations Manual (FOM), ensuring on-going updates as needed and that HR policies are effectively communicated to staff
    • Ensure personnel files are stored in the TAMIS Pro Personnel Module for all long-term and short-term project staff
    • Work with the COP to fill surge capacity technical and operational needs, including identifying and hiring long‐term and short‐term technical experts in a timely fashion
  • Office Administration
    • Responsible for gaining comprehensive knowledge of project’s FOM and incorporates policies, procedures and practices in the support of daily administrative operations of the project, including facilities, logistics, record and file management. – Oversee the day-to-day administration of the Honduras JECCC office operations and logistics needs, including event and conference planning and project staff travel. – Manage equipment maintenance with the relevant departments and the procurement of office supplies – Inspect goods or verify services, confirm delivery and receipt of goods, and monitor the use and disposition of goods – Oversee vehicle management, as required – Supervise project driver and develop and maintain standard logistics and standard operating procedures – Manage and maintain procedural operations guidelines for the project with local vendors such as local hotel operators, local suppliers of goods and services and maintenance services – Responsible for providing training to project operations staff on operational procedures and documentation requirements – Ensures that administrative records are well-organized, maintained and updated – Ensures project staff are properly trained in project data management systems, and that staff actively incorporate the data management system (TAMIS) into daily project activities – Ensures staff compliance with timekeeping policy and supervises monthly collection and review of timesheets – Manages the screening and vetting modules on TAMIS and maintains the appropriate records – Maintains relationships with the landlord, office building management, and vendors or suppliers who provide administrative and/or operational project support – Coordinates travel/logistics arrangements and maintains project travel schedule. – Manages project assets/inventory, ensures project property is properly branded, tracked and documented, and coordinates related reconciliations with the finance unit – Supports staff, subcontractors and other project guests visiting the project office – Coordinates the scheduling and preparation of materials for meetings, conferences, workshops, and training sessions as required – Responsible for coordinating transmission and receipt of items that may require customs clearance and other regulatory offices – Other office administration duties may be assigned by the DO

Minimum Qualifications

  • Bachelor’s degree in Business, Human Resources, or other related fields
  • 2-4 years of related work experience in human resources, recruitment, office administration, and other relevant areas
  • Technical professional knowledge of local Honduras labor laws related to labor, personnel management, inventory management, and compliance
  • Previous supervisory experience of office/ human resource teams is required
  • Ability to solve complex technical, managerial, or operational problems and evaluate options based on relevant information
  • Extremely well organized and self-directed individual with sound technical skills, analytical ability, good judgement, and strong operational focus
  • An individual with high ethical standards and ability to handle sensitive and confidential matters
  • Proficiency in using Microsoft office suite, and other relevant software
  • Spanish ILR Level 4- Full Professional Proficiency in Reading, Speaking, Listening and Writing (or equivalent).

Preferred Qualifications

  • An advanced degree in the above-listed fields is highly preferred
  • 4-6 years of related work experience in human resources, recruitment, office administration, and other relevant areas is highly preferred
  • Previous work experience with USAID and/or with an international donor-funded project is preferred
  • Previous experience in managerial and training staff is preferred
  • English ILR Level 3- Professional Proficiency in Reading, Speaking, Listening and Writing (or equivalent).
