GLOBAL OBJECTIVE OF THE POSITION:

Under the management of the Hub HR Manager, the selected candidate will ensure the timely follow-up and management of Human Resources tasks and tools, sharing and ensuring respect and understanding of the HR policies and procedures.

RESPONSIBILITIES:

Objective 1: Coordinate and follow-up of the recruitment processes in Amman and Northern Syria

  • Responsible for the Recruitment process and ensure it is properly followed
  • Liaise with managers to initiate recruitment and ensure proper approval by the hiring manger, Area Co., Hub HR Manager and Finance Manager by signing the HR request
  • Coordinate between the various departments in charge of the recruitment, including drafting/updating of the job description
  • Manage the advertising and circulation of vacancies (internally and externally and as per the internal regulations) and the screening of received applications and prepare the longlist of selected candidates
  • Liaise with managers for technical shortlist and define the interview panel
  • Responsible for the preparation of the written tests and interviews and ensure that they are done in a timely manner and proper documentation submitted and archived on the shared folder
  • Participate in interviews
  • Prepare interview grids for all existing positions and work with coordination team to develop these tools
  • Once the final candidate is selected, ensure all necessary information (names of 3 references) and supporting documents (previous employment letters) are available prior to preparing an offer using HI positioning tool/experience weighing
  • Prepare job offers and follow-up with candidates until the position is accepted in Amman, Northern Syria and partners based on our agreement with them.
  • Maintain the recruitment tracking file for HI and partners, update it regularly and share it with the Hub HR Manager and program team on a weekly basis
  • Send regret emails to unsuccessful applicants
  • Develop and implement proper and effective induction process for newly recruited staff
  • Support the HR/admin. Officers in the partners’ recruitment process in North Syria.

Objective 2: Ensure proper contract administration for all staff

  • Responsible for preparing contracts, contracts renewal, contracts amendment and contracts termination in a timely manner
  • Responsible for validating all contracts from the Hub HR Manager and ensure they are signed by the Area Coordinator/Support Services Coordinator, communicated, and documented properly
  • Ensure that each newly recruited staff is providing the required documents to HI based on the HI check list
  • Maintain human resources filing system and ensure that files are update regularly and kept confidential
  • Prepare staff letters as requested such as, employment letter, open bank accounts …etc.
  • Ensure that administrative processes for employees’ separation is followed properly, and that the necessary documentation and information are recorded for the processing of end of contracts and approved by the Hub HR Manager

Objective 3: Oversee the processing of employee’s salary

  • Update the payroll database on a regular basis by ensuring that all additions, deletions and changes are recorded completely and accurately and that supporting documentation is filed
  • Submit the necessary documents to the finance Coordination; signed copy of the payroll, signed copies of the social security and income tax calculations along with copies of the attendance sheets and pay slips.
  • Prepare and distribute the pay slips to all staff on a monthly basis
  • Monitor staff leave requests and ensure that the staff leave record is updated on a monthly basis
  • Update Project Managers on the leave balance of their staff on a quarterly basis
  • Responsible for updating the social security record; new comers or leavers which shall be sent to finance MEREP.

Objective 4: Follow-up on staff leave and attendance

  • Coordinate and follow-up with the staff to complete their attendance sheet within a timely manner and monitor the accuracy of the staff input on a weekly basis
  • Monitor staff leave requests and ensure that the staff leave record is updated on a monthly basis
  • Update the annual leave plan for the staff on a quarterly basis
  • Update Project Managers on the leave balance of their staff on a quarterly basis

Objective 5: Demonstrate strong ethics and professional practice

  • Show professional ethics, respect and promote Handicap International mandate
  • Observe and respect strict confidentiality
  • Report to your line manager any non-respect of policies amongst the teams or partners.

THE SUCCESSFUL CANDIDATE MUST HAVE:

  • Bachelor’s Degree in Business Administration, Human Resources or any related field
  • 3 years of professional experience in HR with proven experience in team management
  • Professionalism, Honesty, Reliability, autonomy & sense of responsibility
  • Exceptional organization, time management, and attention to details
  • Strong interpersonal, intercultural and human skills
  • Very good communication & training skills
  • Maintain confidentiality
  • Autonomous, reactive and able to deal with priorities
  • Strong computer skills particularly in MS Excel, literacy and numeric
  • Fluent in English & Arabic is mandator
  • Team player, flexible
