The International Committee of the Red Cross (ICRC) is an impartial, neutral and independent humanitarian organization. Headquartered in Geneva, Switzerland, the ICRC is mandated to provide protection and assistance to victims of armed conflict and other situations of violence, provides humanitarian aid in emergencies and works to promote respect for international humanitarian law and its integration into national legislation. As part of the development of its activities in Haiti, the ICRC is recruiting one (1) candidate for the position below:
Position: Human Resources Officer
Duty station: Port-au-Prince
Contract type: Resident
Reports to: Human Resources Manager
Contract duration: Fixed-term contract with possibility of changing to permanent contract.
Aim
The Human Resources Officer (HR Officer) is responsible for personnel administration within the delegation. He/she ensures HR services in accordance with ICRC and delegation policies and applicable laws and regulations.
Main responsibilities
- Ensures that personnel management policies are duly updated and applied.
- Acts in accordance with the values and principles of the ICRC and ensures their promotion both internally and with external partners.
- Performs administrative follow-up of human resources issues (payroll, administration of personnel files and employment contracts, conflict management, training, etc.).
- Interacts in times of security crisis by implementing additional HR provisions.
- Participates in the recruitment of resident staff according to established priorities.
- Ensures the reception and integration of new staff members.
- Monitors the development of Haitian labor legislation and internal staff regulations at the delegation level, and ensures compliance.
Knowledge, experience and minimum criteria required :
- University degree in the field of Human Resources or Management.
- Have at least 3-4 years of experience in HR support or 2 to 3 years as an HR agent in an international organization established in Haiti or in a local SME with at least 100 employees.
- Fluency in French and English (spoken and written).
- Ability to integrate and implement HR policies and procedures.
- Proven ability to work independently.
- Ability to work under pressure with good reporting and written and oral communication skills.
- Experience working in a multicultural team.
- Ability to adapt to changes and manage priorities.
