GENERAL INFORMATION ABOUT INSO
Founded in 2011, the International NGO Safety Organisation (INSO) is an international non-governmental, non-profit organisation that supports humanitarian aid workers by establishing risk management coordination platforms in insecure contexts. INSO offers registered NGOs a range of free services, including real-time situation monitoring, analytical reporting, humanitarian security-related data and mapping, crisis management support, staff mentoring and training.
INSO supports more than 1,000 NGOs in around twenty countries on a daily basis. INSO is based in The Hague (Netherlands), the international city of peace and justice.
INSO COLOMBIA
INSO is about to start its operations in Colombia. INSO plans to open a base in Bogotá and 3 additional offices in the country.
GENERAL OBJECTIVE OF THE POSITION:
The Human Resources Officer is responsible for providing efficient and effective human resources administrative support to the operations of the INSO Country Office, under the supervision and guidance of the Operations Manager.
MAIN DUTIES AND RESPONSIBILITIES
COMPLIANCE
- Ensure that all INSO internal human resources policies and procedures comply with local labour laws and regulations.
- Ensure that probationary periods and contract expiry dates are effectively monitored and necessary actions are taken in a timely manner.
- Maintain communication with local authorities, including the tax department, ministry of labor, etc., to maintain strong local government relations.
- Ensure that staff arriving/departing from the Country Office (CO) have the appropriate documentation (Visa, INSO Card, work permit, foreign registration, etc.).
RECRUITMENT
- Support management throughout the entire recruitment process, including job postings, interview organisation, staff inductions, as well as onboarding and dismissal.
- Prepare employment contracts and amendments for national staff and Field Monitors in accordance with legal requirements and available templates.
HUMAN RESOURCES MANAGEMENT
- Prepare other HR documentation including termination/warning letters, performance allowances, etc.
- Ensure that human resources files contain the required documentation according to the internal checklist.
- Ensure the HRIS is up to date through regular data checks and maintain the HRIS as required.
- Maintain and update staff absences and coordinate with the Finance Department for payroll news reporting purposes.
- Assist the Operations Manager in establishing annual leave planning to plan staff shifts and meet operational needs.
- Assist in staff travel planning.
- Focal point for staff and consultants on the insurance policy.
- Review payroll for National Staff and Field Monitors and act as point of contact for any payroll related queries.
- Assist the Operations Manager in drafting various communication documents, administrative letters and facilitating meetings to inform national employees about HR policies and procedures.
- Assist the Operations Manager in the event of an internal and/or external audit or inspection.
- Ensure the confidentiality of staff information and comply with data protection regulations.
- Conduct satisfaction and work environment surveys, analyzing the results and proposing improvement actions.
- Assist in the resolution of labor conflicts, acting as mediator when necessary.
REQUIRED PROFILE
Essential:
- Colombian nationality.
- Bachelor’s degree in Business Administration, Human Resources Management, or any other relevant field.
- Minimum 2 years of relevant work experience.
- Mastery of Microsoft Office tools.
Desirable:
- Previous experience in the humanitarian sector, preferably with an international NGO.
- Fluency in English.
- Experience in HRIS.

Place of contract: Bogota DC
Contract: employment, fixed term of twelve months.
Monthly base salary of $4,800,000 COP.
17 working days of annual vacation.
