The Danish Refugee Council (DRC) is one of the world’s leading humanitarian NGOs, working in over 40 countries to provide rights-based assistance to refugees, asylum seekers, internally displaced persons, returnees and other people on the move, as well as vulnerable local populations/host communities. DRC is currently seeking a highly qualified individual for the position of Human Resources Officer, based in Caracas, Venezuela.
Job Objective: The Human Resources Officer will be responsible for providing administrative, operational and/or technical support in the processes of DRC operations when the operation requires it, in accordance with the internal framework of DRC Venezuela, the regulations imposed by donors and Venezuelan regulations; he/she will be under the supervision of the Human Resources team leader.
Responsibilities:
Recruitment and selection.
- Lead the recruitment and selection processes in all their phases: monitoring candidates, sending technical tests, collecting documents, updating the selection tool (HR Recruiter) and supporting the different steps of the selection, hiring and onboarding process for new staff.
- Maintain 100% up-to-date status of the DRC ERP system in relation to the Human Resources module.
- Maintain up-to-date recruitment folders (CV, candidate list, interview guides, test results).
- Ensure the correct creation of employee files and keep the information up to date.
- Maintain constant communication with direct managers and facilitate timely communication regarding updates to recruitment processes.
Hiring, documentation and new hires:
- Lead the hiring and onboarding process for new employees, taking into account onboarding times, the internal process and the needs of the operation
- Ensure employee extensions in the ERP, as well as the corresponding documentation (updated contracts).
- Coordinate with the Human Resources team on new hires, for their correct inclusion in parafiscal contributions and in collective health insurance.
- Ensure notification of new hires and promotions within the organization.
Induction program:
- Plan and schedule induction program sessions and ensure that all new recruits attend the sessions.
- Ensure all presentations are executed and support each facilitator with time management, form submission and program evaluation
- Analyze data from forms for review and establishment of program improvements.
- Sending a report to the facilitators with timely feedback for the following sessions
Evaluation and performance:
- Work with operation managers and leaders to implement the evaluation and performance process at the national level
- Perform quarterly monitoring of performance objectives and support direct managers in creating and closing them.
- Provide training on feedback, performance management and career planning.
- Develop the 360 Assessment methodology aligned with DRC core competencies.
- Implement a salary progression project according to performance.
Wellness program and organizational climate
- Monitor the processes for including new entrants in private health insurance.
- Coordinate bi-monthly meetings with the insurance broker and new hires for optimal use of the policy and each of its procedures.
- Support the management of the wellness program at the national level.
- Development and implementation of initiatives associated with job security (pre-entry, annual and post-employment examinations).
- Create wellness strategies aligned with the results of the bi-monthly organizational climate survey.
Others:
- Improve implemented processes that promote agility and innovation in Human Resources.
- Support Human Resources activities in Venezuela when the level of the operation requires it.
- Support the team with different activities depending on the operation.
- Keep the data in the Human Resources Dashboard 100% up to date by correctly and effectively filling out the data in Dynamics.
Experiences and skills:
- Minimum three years of relevant experience in Human Resources management, preferably related to an NGO or other non-profit organization
- Good knowledge of Microsoft Office programs (Excel, Word and Power Point)
- Cultural sensitivity and ability to work in an intercultural environment
- Ability to handle sensitive and confidential information
- Ability to work in a team
- Ability to organize, plan and prioritize activities.
- Strong interpersonal and intercultural skills and communication skills both oral and written
- Willingness and ability to learn
Education
Professional in Administrative Sciences, Occupational Health, Psychology with organizational emphasis or related fields.
Desirable: Mastery of English (Intermediate level).
