Human Resources Officer – Caracas At International Medical Corps

OBJECTIVE: Provide comprehensive employee-focused human resources services and support in all aspects of the employee life cycle, in accordance with the organization’s operational plans, policies and procedures. This includes everything from all aspects of talent selection and recruitment, staff placement, training and development, HR record management and employee welfare to administrative processes such as travel and accommodation management.

  • MAIN RESPONSIBILITIES

Development and compliance of the HR policy.

  • Support the development, implementation and updating of the National Employee Handbook in coordination with the management team, local employment counsel and headquarters HR colleagues, and in compliance with all local employment laws and statutes.
  • Participate in the research, development and implementation of the local salary scale for national staff.
  • Ensure staffing structure is aligned with operational needs.
  • Develop trackers and oversee tracking of hiring updates, personnel rosters, contract validity, and employee benefit enrollment and utilization, as applicable.
  • Collaborate with the Financial Department in the preparation of the workforce.
  • Guarantee the completeness and integrity of HR files.

HR Administration

  • Develop records and monitor tracking of hiring updates, personnel rosters, contract validity, and employee benefit enrollment and utilization, as appropriate.
  • Create staff profiles on relevant internal systems and platforms.
  • Collaborate with the Financial Department in the preparation of staff payrolls and/or payments to consultants.
  • Guarantee the completeness and integrity of HR files.
  • Support in the preparation of personnel applications and job descriptions or terms of reference for the recruitment of national personnel.
  • Organize visa applications and necessary immigration procedures for international staff.
  • Track office and guest house utility bills, as well as leases, to ensure payments and renewals are made on time.
  • Manage office space utilization and accommodation reservations at IMC guest houses.

Hiring, deployment, initiation and onboarding

  • Contribute to the development of a welcome pack for incoming staff and volunteers and ensure its dissemination and understanding.
  • Help orient all incoming workers in the country and ensure that they are given on arrival the induction programme, benefits, time and schedule sheet, exit checklist, HR forms. /administration, on-site training and contact list.
  • Ensure that each new employee receives an introduction that includes information about IMC, projects, job activities and objectives, the Code of Conduct and Ethics, training and working conditions.
  • Coordinate with Logistics the pick-up and delivery of team members at the airport and their arrival at the Caracas office.
  • Assist supervisors in hiring, including channeling applications and participating in interviews.
  • Ensure all steps of the hiring process are followed in accordance with IMC policies and procedures and local labor laws.
  • Manage the announcement, publicity and dissemination of vacancies, and examine applications received.
  • Schedule interviews and confirm candidate attendance:
  • Confirm candidate references
  • Perform administrative tasks including, but not limited to, background checks, completing employee documentation, recording data for each current employee, contracts, maintaining employee files, confirming compliance all procedures for terminated/leaving employees from the organization.

Performance evaluation, capacity development and well-being

  • Support supervisory staff in personnel management, performance evaluation processes and capacity development.
  • Contribute to the creation and implementation of a safe and harmonious work environment for staff.
  • Provide training on the Code of Conduct, personnel management techniques and other topics and processes related to Human Resources.
  • Oversee completion of all MAST and functional training.
  • Promote team activities, conflict resolution through peaceful means and wellness initiatives.

Compliance and ethics

  • Promote and foster a culture of compliance and ethics. Contribute to the creation of a positive image and overall credibility of the organization, in particular through the application of the Code of Conduct, ethics, values ​​and point of view of the organization with respect to internal and external stakeholders.
  • Perform work with the highest level of integrity, maintaining a clear understanding of International Medical Corps and donor compliance and ethics standards and adheres to those standards.
  • Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and among beneficiaries served by International Medical Corps.

Replace the Human Resources assistant and guarantee a response from the department in his absence. The duties and responsibilities listed are representative of the nature and level of work assigned and are not necessarily inclusive of all activities.

Minimum requirements:

  • Bachelor’s degree in fields related to Human Resources, Administration and Personnel Management.
  • Minimum 3 years in similar positions. Experience in the humanitarian sector is desirable.
  • Excellent verbal and written communication skills in English and Spanish. (Mandatory).
  • Microsoft Office – Intermedio.
  • Ability to multitask, set priorities, and manage time effectively. He solves problems creatively and thrives when presented with a challenge. Able to guide and direct the HR team and IMC staff. Clear understanding and commitment to the organization’s mission and objectives. Great interpersonal communication skills and professional attitude. Excel Intermediate Level.
