About the Job

The Human Resources Officer for Somalia supports Recruitment, Performance Management, Training, ensures information flow, implements HR policies, procedures, systems and tools in the field offices across Somalia.

This is a resident/National position based in Mogadishu, Somalia with frequent travel to all field offices.

Duties and Responsibilities

  • In liaison with the Recruiter, Supports in the adaption of the Recruitment and Development policies within the context, in line with the legislations
  • Provides expertise, organizes, supervises and supports the recruitment process in the field working closely with the various Finance & Administration Managers in all Sub Delegation Offices
  • Supports the recruitment process through longlisting, shortlisting, phone pre-screening, interviewing, testing, checking references and participating in the selection decision in accordance with the recruitment procedures and guidelines
  • Analyses and highlights any recruitment challenges while giving recommendations within Area of Responsibility
  • Collaborates with the Heads of Offices, in implementation of Human Resources policies and procedures and dissemination of HR related topics in close alignment with the HR Manager in Nairobi
  • Liaises with Learning and Development (L&D) department in administering and translating institutional trainings in the local dialect with the help of Communications Department
  • Maintains attendance sheets for all offline institutional trainings conducted in the field, follows up on the various internal courses and ensures that all training records are up to date
  • Generates reports on training needs as well as statistics on level of participation in institutional training
  • In liaison with the HR Manager and L&D team, contributes to the identification of training options availed Locally and Regionally
  • Assists in providing expertise upon request to Line managers with regards to the assessment of training needs within the teams
  • Focal point for all offline trainings in Somalia for field-based staff
  • Provides end to end support of the Performance Management & Development process for all field staff in line with the PMD guidelines

Minimum qualifications and required competencies

· A Bachelor’s Degree in Human Resources Management or any related field

· 4 years’ work experience in a generalist role, previous experience as Trainer will be an added advantage

· Sound knowledge of Somalia labour laws & customs

· Excellent skills in written and spoken English and Somali

· Excellent analytical skills and must demonstrate high levels of attention to detail and accuracy

· Experience of a flexible approach to managing and prioritizing workload and multiple tasks in a fast-paced environment with tight deadlines

· Strong and effective communication skills, with proven ability to negotiate and influence change, with cultural sensitivity

· Is particularly aware of the confidential nature of HR related information and treats it with a high degree of care

· Proficiency in MS Office suite
