Responsibilities * Provides strategic advice and support to the CHROSD on human resources related matters including core HR areas such as recruitment, appointments, transfers and assignments of International and Area staff, and Complementary Personnel; provides advice on setting the HROSD strategic vision and plan; * Supervises the efficiency and quality of work of the HROSD teams in carrying out all human resources transactions; identifies areas for improvement, develops systems, policies and/or processes to introduce improvements, develops improvements implementation plans and monitors the implementation of improvements; provides coaching, mentoring, and training to the HROSD staff members on the implementation of identified improvements; ensures change and related sensitivities are managed efficiently, gaining colleagues’ support with change interventions; * Ensures a consistent Agency-wide application of Staff Regulations, Rules, Personnel Directives and Instructions, and other statements of policy governing the duties, obligations, privileges, benefits, and entitlements of Agency staff; provides timely and consistent guidance and assistance to the Field Offices and HQ Departments on related matters; drafts circulars, designs SOPs and guidelines, and provides advice on interpretation of policies, regulations, and rules; * Develops and manages oversight frameworks for HROSD systems, policy and operations implemented in Fields and at HQ, in compliance with regulations, and monitors and reports on progress in the implementation of functions, programs and operations; * Manages the Agency’s Performance Management System, overseeing its implementation across Fields and HQs; evaluates the efficiency of the system, produces recommendations for changes and improvements, plans and supervises the correct implementation of changes; provides technical advice, coaching, mentoring, and training to Field and HQ staff, ensuring adherence to policy, process and quality; * Provides advice to the Director and Deputy Director of Human Resources regarding HR planning; participates in the preparation and development of a yearly HR plan and oversees its implementation; evaluates the outcomes of the plan and takes necessary actions, as required; * Undertakes special projects; is the focal point for requests for inputs or data from the Executive Office, the Director of Human Resources’ office and other UN organizations; coordinates HROSD inputs for review by the CHROSD;

Job Specific Qualifications Work Experience A minimum of eight years of progressively responsible and relevant professional experience in human resources management, including staff administration, recruitment, training and development is required. Four years as a manager of an HR Section/Division or team leader in an HR department, in a UN system agency, NGO or international organization is required A minimum of two continuous years of relevant international experience outside UNRWA, and outside the country(s) of which the candidate is a national or holds citizenship, a passport or a national identity number is required Functional hands on expertise and knowledge of interpretation and implementation of HR policies, rules, regulations including staff benefits, entitlements, compensation and contractual modalities is required. Experience driving the modernization of HR operations using new technologies and business process standardization is required Strong understanding of the data analysis to make informed decisions is required.

Experience within the United Nations System is desirable. Languages Excellent command of spoken and written English. Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice Type of Contract and duration: 2 years, with the possibility of further extension. Applicants have to complete the Personal History Profile (PHP) in inspira in order to be considered.

The PHP should be completed with full relevant work experience as per the requirements in the Job Opening, in order to be considered. A roster may be created from the selection exercise, and successful candidates may become eligible for an appointment to the same post or a similar post. Equivalency: A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of an advanced university degree.

NB: Work experience alone or formal qualifications with no relevant work experience are not considered unacceptable combination.
