Context:

With a workforce of more than 20,000 personnel worldwide, the Department of Human Resources (HR) Management plays a vital role in meeting organizational needs, ensuring both operational flexibility and institutional consistency.

Under the overall supervision of the Director, Department of HR Management and direct supervision of the Chief, Human Resources Policy Unit, the Human Resources Policy Officer will be responsible for providing support and contributing to the research and development of Human Resources (HR) policies, providing advice on interpretation of HR policies; and acting as the Focal Point for the HR-related activities for the Internal Justice System (IJS) reform project, which aims at strengthening IOM’s framework for dealing with workplace-related disputes.

Core Functions / Responsibilities:

  1. Draft policies, procedures, guidelines and administrative issuances on HR matters. Review existing HR policies, particularly those related to the IJS, and propose changes in accordance with identified best practices.
  2. Contribute to the development of training and communication materials on HR policies, tailoring messages and visuals based on the target audience and the selected platform/medium.
  3. In close collaboration with other relevant stakeholders, coordinate the development of a new case management system to track and manage requests for administrative reviews and appeals.
  4. In coordination with the Chief, Human Resources Policy Unit, provide advice to the Regional and Country Offices and at Headquarters (HQ) on the interpretation of HR policies, as well as of the Staff Regulations and Rules.
  5. Liaise with other units within the Department of HR Management, as well as with the General Administrative Law Division at HQ, IOM Administrative Centers, and IOM Regional and Country Offices on HR issues.
  6. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Human Resources, Public Administration, Social or Political Sciences, Law or a related field from an accredited academic institution with two years of relevant professional experience; or,
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Minimum two years of relevant experience. Previous experience working with IOM or the United Nations system in the HR Policy area is an advantage;
  • Proven knowledge and experience of policy development and research;
  • Field experience is an advantage.

Skills

  • Demonstrated client-focused approach to work;

  • Strong analytical, drafting, negotiation and creative thinking skills;
  • Solid computer skills, including in the areas of digital design and communication;
  • Ability to communicate complex issues to a variety of audiences;

  • Resilience and a good sense of humour.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written). Working knowledge of French and/or Spanish is an advantage.
