Human Resources Project Manager African Union At Norwegian Capacity

NORCAP is the Norwegian Refugee Council’s expert deployment mechanism. NORCAP strengthens international and local partners’ capacity to prevent, prepare for, respond to and recover from crisis by deploying highly qualified women and men from its world leading standby rosters. The deployed experts work with UN agencies, humanitarian organizations, development actors and national stakeholders to save lives, build resilient communities, ensure peaceful transitions from conflict and promote sustainable governance.

African Union. Since 2013 NORCAP has worked in partnership with the African Union Commission Peace and Security Department (PSD) to meet their growing demand for qualified and specialized civilian experts. NORCAP have supported peace and security initiatives specifically in the area of peace support operations, conflict prevention, and post-conflict reconstruction and development. Based on the AUC need of continued expertise support NORCAP is expanding the support within and beyond PSD, to also include governance and development. NORCAP and the AUC work together in choosing deployments that will further the work of the AU towards Agenda 2063.

JOB PURPOSE

Under the supervision of the HRM Director, the Human Resources Project Manager shall beresponsible for:

  • Planning, coordination and executing projects across the organization, including tracking and reporting on status, risks, issues and dependencies.
  • Ensuring consistency in HR practices across all Union and bringing them in line with our values and principles.
  • Defining all the HR projects and coordinating a network of collaborators.
  • Assuring the transfer of skills and competencies to permanent staff at the end of each project.

MAIN ACTIVITIES

  • Provides support in the preparation and Implementation of the programs developed out of the Directorate’s strategic plan;
  • Ensures effective coordination and implementation of work programs at various levels;
  • Liaise with stakeholders on relevant matters;
  • Prepares periodic reports, budget and work programs related to the functioning of the Directorate;
  • Provides support to develop resource mobilization strategy with stakeholder’s coordination;
  • Manages and supervise employees under supervision with regard to activity implementation and performance evaluation;
  • Conducts complex analysis and generate accurate reports in a timely manner for the Directorate and AU’s internal use;
  • Liaise with the various Directorates/Departments of the Commission for coordination and alignment purposes;
  • Prepares budgets for the Division in accordance with relevant frameworks.
  • Supports the promotion of the activities of the Directorate including preparing leaflets, guidelines and fact sheets as may be required;
  • Actively contributes to the development of strategies, policies, programs and plans.

SPECIFIC RESPONSIBILITIES

  • To develop and be responsible for the steering and control of all HR projects involving multiple HR aspects for which his/her responsibility is at stake (opportunity analysis, action plan design, implementation and evaluation).
  • To submit proposals for internal project applications.
  • To study the needs and the feasibility.
  • To define the objectives to be achieved.
  • To identify the means, to mobilize the resources.
  • To anticipate difficulties and risks.
  • To propose functional solutions and establish the prerequisites.
  • To respect the allocated budget, to ensure a correct quality of services and the constraints of deadlines.
  • To manage the updates and the monitoring: administration of the new versions and the selected updates.
  • To manage the monitoring and publication: control indicator chart, progress report, etc.
  • To organize communication for development work.
  • To ensure that the project is well deployed.

ACADEMIC REQUIREMENTS & RELEVANT EXPERIENCE

  • Master’s degree in Human Resources Management, Business or Public Management or with ten (10) years post qualification relevant working experience in Human resources management out of which 5 years HR Project Manager.
  • Professional certification in Project Management and/or Human resources from a recognized institution.
  • 5 years of experience in HR transformation, process changes and implementation.
  • 5 years of experience of planning and executing projects of varying size and complexity involving but not limited to the areas of talent management, employee experience, compensation and benefits, labor relations, corporate communication, recognition, HRIS etc.
  • Experience of partnering with and influencing senior stakeholders.
  • Experience in change management.
  • Demonstrated experience maintaining, with empathy, an appropriate balance between the organization’s needs and the welfare of staff.
  • Demonstrated experience in data retrieval and analysis.
  • Demonstrated experience in delivering briefings to diverse audiences, and to conduct effective meetings with senior management, representative of staff associations, high-level stakeholders.
  • A demonstrated knowledge and use of HRIS.
