Human Resources Specialist

Position Title: HR Specialist

Duty station: Rome International Office

Reports to: Human Resources Director

Organizational Context

The Jesuit Refugee Service (JRS) is a ministry of the Society of Jesus, incorporated as an international non-governmental organisation with a mission to accompany, serve, and advocate for the rights of refugees and forcibly displaced people. The organisation was founded in November 1980 and now has a presence in over 50 countries. JRS undertakes services at national and regional levels with the support and guidance of an international office (IO) in Rome. The style of JRS service is human and spiritual, working in situations of greatest need, seeking the long-term well-being of refugees and displaced people while not neglecting their immediate or urgent needs.

The main services provided are in the field of education, reconciliation, livelihood activities and psychosocial support. Currently, more than 724,000 individuals are direct beneficiaries of JRS projects.

Role

The HR Specialist is part of the Human Resources Department and reports directly to the Human Resources Director. S/he will support the HR Director on a wide range of staff and work-related issues, both in relation to HR matters at the International Office as well in support of the Field.

Key responsibilities

The incumbent will:

For the International Office

· Provide advisory services on a wide range of human resources related matters

· Assist the HR Director with the development and implementation of leading HR and organisational development strategies that facilitate the achievement of organisational objectives

· Lead projects in relation to policy development, organizational change and employee relations

· Collaborate with the HR Director in the development and management of the HR budget

· Design and review existing HR policies, guidelines, rules and regulations and advice on their interpretation, reflecting on legal implications, ensuring compliance with applicable regulatory frameworks and policies at the International Office

· Prepare training sessions and capacity building activities for both staff and manager across the full spectrum of HR activities

For Field Offices

· Support Regional and Country Offices in managing effective recruitment processes in collaboration with relevant HR staff

· Coordinate and assist the HR department in complaint management and investigation activities concerning alleged violations of JRS Code of Conduct and other key policies

· Provide expert advice and support on the development of salary scales for local staff, supporting the work of the HR Officer, Field Support

· Lead and support relevant projects in relation to policy development and organizational change

· Provide support with training sessions and capacity building activities for both staff and manager in the field offices

Perform other duties as requested

Qualification and Competencies

· Bachelor’s Degree in relevant field and a minimum of 7 years of experience OR Master level degree or specialization in relevant field plus a minimum of 5 years of professional experience in providing HR business services

· Demonstrated ability to work proactively and independently, as well as in a team- environment

· Ability to work under pressure in a fast and changing environment, and to meet tight deadlines

· Strong interpersonal and communication skills and ability to establish and maintain effective working relationships with stakeholders of diverse cultural and national backgrounds at various levels

· High sense of discretion in dealing with confidential matters at all times

· Working knowledge of Microsoft Office package, Microsoft 365 desired

Desirable

· Post Graduate Degree in Human Resources Management

· Field experience with an international/intergovernmental/non-governmental organisation is an asset.

· Talent Acquisition background is an asset

Languages

· Proficiency in both written and spoken English is mandatory

· Working proficiency in French and/or Spanish is highly desirable

Travel

The position may require some travel to JRS locations in the field and worldwide
