The position is to be filled as soon as possible, with an initial contract duration of one year. Employment location will be Juba, South Sudan.
Welthungerhilfe (WHH) has been working in today’s South Sudan (SSD) since the late 1990’s. Since the country’s independence in 2011, WHH has implemented 87 projects ranging from rapid disaster relief to reconstruction and long-term development cooperation projects with local partners, with an overall volume of over EUR 420 million. Through 19 projects in five states (Northern Bahr el Ghazal, Unity State, Western, Central and Eastern Equatoria), we supported 610,000 people in 2020 alone. WHH receives institutional grants from German federal funds (GFFO, BMZ, GIZ), UN (WFP, FAO, SSHF) and the European Trust Fund (EUTF). WHH SSD primary areas of work are food security, agriculture, food systems, nutrition, WASH and infrastructure rehabilitation, under the overarching umbrella of climate resilience and adaptation. Established in Germany in 1962 under FAO-led campaign against hunger, we currently operate in 37 countries globally.
Working directly with the Head of Operations and the HQ HR Regional Manager, the HR Manager will lead on HR strategy, plan and oversee recruitment, develop robust systems, policy, and practice on people development and management in WHH SSD Country Program. The role is expected to oversee the day-to-day management of the HR functions across the country, such as attendance management, leave management, recruitment and selection, employee insurance, benefits among others. The HR Manager is required to make decisions independently within the scope of the HR function, influenced by WHH global human resources policies and practice, and compliance with SSD labor law. The HR Manager will provide direct support and mentoring/ coaching to HR staff in the Country Office as well as in Project locations.
Your responsibilities
- Develop and maintain strategic leadership, coordination and management to all HR aspects of WHH SSD operations, partners and the staff
- Serve as a focal point for the SMT in relation to any HR-related topics
- Develop the capacity of the HR Team in the areas of employee relations management, staff development strategies, HR systems, policy and procedure development and implementation
- With support of the HQ HR and WHH SSD Recruitment Expert, set up and roll out the WHH global online recruitment and selection system at WHH SSD at Country Office (CO) and Project offices
- Ensure an enabling environment for retention, talent development and communication about future opportunities
- In close collaboration with HQ HR lead the periodical revision of WHH SSD salary scale and benefits, triangulating the data with (global) Compensation and Benefits Survey Providers and other locally available mechanisms, to ensure that WHH SSD remains a competitive and attractive employer in SSD
- Implement WHH SSD-specific Human Resource policies in line with WHH HQ policies in support of organizational goals and ensure the consistent application and interpretation of existing policies across WHH SSD operating offices through appropriate consultation, coaching and communication
- Comply with WHH policies and practice with respect to Child Safeguarding, Code of Conduct, safety and security, fraud and other relevant policies and procedures
- Lead the process of identification of staff areas of improvement; develop and implement the capacity strengthening strategy of the WHH SSD national and international staff
- Lead the process of annual Employee Dialogue, strengthening the capacity of the line managers in appropriate use of the tools
- Ensure that WHH SSD is an active member of the NGO Forum HR Working Group, delivering high quality inputs and feed back to the SMT
Your profile
- Master’s degree in human resources/business management/administration or equivalent
- At least 7 years’ work experience in Human Resources incl. at least 5 years in a humanitarian/early recovery set up within a large international NGO; work experience in remote locations would be a strong asset
- At least 2 years’ experience in setting up HR systems is a must
- Previous experience and knowledge of HR Information Systems (HRIS)
- Expertise in recruitment and selection methodologies and approaches
- Proven track record in capacity building, mentoring and coaching of the team
- Cross-cultural experience, understanding and sensitivity
- Excellent organizational and time management skills
- Excellent interpersonal, and written and oral communication skills
- Computer literate, with a high degree of proficiency and productivity
- Ability to work comfortably and effectively, either at own initiative or under direction
- Ability to work in a team/independently
- Readiness to receive necessary vaccinations for working in Welthungerhilfe’s program countries
- Fluency in English, written and spoken; Arabic language skills would be an asset
